Main Purpose of Job

The main purpose of this position is to serve as an investigator for the Board of Professional Counselors and Therapists. This position will function as an independent, self-directed investigator directly responsible for planning, case review, and investigation, through analysis and determining the strategy necessary to properly prepare a case for prosecution and/or alternative resolution.  Job duties include:  conducting highly confidential investigations of assigned complaints lodged against health practitioners for fraud, misconduct or incompetence, by patients, others practitioners, attorneys and other individuals; documenting investigative findings through complete written reports; serving subpoenas and disciplinary sanctions; investigating persons applying for reinstatement of licensure after disciplinary sanctions have been lifted; and, coordinating investigations with Board Counsel and Prosecutor and Board member liaison, if needed.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor’s degree in the field of criminal justice, criminology, law enforcement or an allied health field, (such as nursing, pharmacy, psychology, social work, nutrition, dietetics, speech pathology, audiology) from an accredited college or university.

Experience: Three years conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings.

Notes:

1. Additional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Investigator, Police and Intelligence Specialist classifications or Investigator, Police and Intelligence specialty codes in the criminal investigation field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have experience with law enforcement background and at least three years of investigation experience conducting interviews. Investigation involving health care workers is desired.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this class may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this class may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
