Main Purpose of Job

This position oversees all aspects of the Emergency Management Performance Grant, National Capital Region-Urban Areas Security Initiative and provides policy analysis for the Grants Division Manager. This position is critical to MEMA's mission as it manages the grant responsible for MEMA's main source of operating funding, along with the distribution and management of local operating funds in emergency management.  In addition this position manages the funding responsible for fusing National Capital Region priorities with Maryland, a critical piece of MEMA's mission. This position will also staff the new statewide Grants Committee. This position will be required to staff the State Emergency Operations Center during activations, a 24/7 emergency personnel role unique to a Grants Manager.

POSITION DUTIES

EMPG Management: Develop formula and prioritized budgets, collect data and report quarterly to FEMA.  Monitor spending on the budget level, while assessing spending appropriateness within FEMA guidelines and State regulations.  Conduct site visits and inspections of grant spending. Assist individuals responsible for executing projects with all grant and financial guidelines as needed.  Assist local jurisdictions manage and execute their portion of the grant.  Act as a liaison for local needs with MEMA and Governor’s Office decision makers by identifying needs and gaps. 

Policy Analysis and Execution: Develop and maintain Standard Operating Procedures with Division Manager.  Develop and implement grant applications to better fund needs Statewide.  Perform other analysis and process improvements as directed by Division Manager.  Produce analysis documents for Statewide Grants Committee and other forums as needed. 

NCR Management: Develop prioritized budgets in consultation with various staff, collect data and report quarterly to HSEMA.  Monitor spending on the budget level, while assessing spending appropriateness within FEMA, HSEMA guidelines and State regulations.  Conduct site visits and inspections of grant spending.  Assist individuals responsible for executing projects within all grant and financial guidelines as needed. 

Perform staff development across all grants with Division Manager. This includes financial reconciliations, grants budget development, quarterly reporting, how to distribute MOA’s, do GANs, grants monitoring, and regular sessions for Standard Operating Procedure.   

Must report to duty when called for activations that are 24/7 in nature.  This occurs during emergencies including weather events that have varied durations. 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned office in the Budget Office classification or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year experience in Emergency Management.
One year experience in Emergency Management Grants or Federal Grants.
