Main Purpose of Job

This position is responsible for the development of programs, policies and procedures. The incumbent in this position develops training for administrators, supervisors and caseworkers in the Local Department's of Social Services and other child welfare professionals; provides consultation and technical assistance to local departmental, governmental and private agencies, community partners and analysts to politicians; monitors local departments for program effectiveness and compliance with State and federal regulations; conducts reviews that may require face-to-face discussions with caseworkers, supervisors, administrators and assistant directors for service; participates in taskforce/committee meetings, workgroups, and various boards related to child welfare concerns with stakeholders; conducts child welfare services to achieve the safety, well-being and permanency needs of children; and assists the managers with tasks as designated by the Executive Staff. This position also serves as the project lead for the Family Involvement Meetings (FIMs), Kinship Navigator and Family Finding Programs involved in project management to include policies and practice support, strategic planning, technical assistance, monitoring, and alignment of new initiatives within the continuum of Child Welfare Services. Develops budget proposals; analyzes budget needs for projects assigned to lead; develops reports to explain program trends and needs; provides assistance to concerned citizens of the State of Maryland by responding to allegations about the delivery of child welfare services; and reviews and analyzes narrative and statistical reports to monitor program effectiveness to meet federal outcome measures at the State and local levels.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a Master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Six years of professional experience in a social work capacity in a public or private agency or institution, three years of which must have been in administrative, supervisory or consultative capacity.

Notes:

1.  These requirements are established by the Social Services Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2.  Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year experience providing Child Welfare Services. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
