This is a Position Specific Recruitment for the Social Services Administration, Out-Of-Home Placement Program.  You must possess one year of experience providing child welfare adoption services and meet the minimum education and experience requirements to be approved for this recruitment.

Main Purpose of Job

The primary purpose of this position is to serve as a Policy Analyst for the Out-of-Home Placement Program within the Department of Human Resources (DHR), Social Services Administration. The incumbent in this position interprets and writes regulations, policies, and operational standards based on legislation and service deliveries across all Out-of-Home Placement Service Programs, i.e.: adoption, foster care, kinship care, and independent living. This position assists with the development, implementation, and monitoring of certain Child Welfare Programs, in coordination with the Local Departments of Social Services (LDSS's) and other service providers, both public and private. This position monitors local departments for program effectiveness and compliance with State regulations and prepares policy directives and manuals outlining program policies and procedures. Incumbent provides technical assistance to LDSS's, other State agencies, private child welfare agencies, and the public. Incumbent represents the Out-of-Home Placement Unit within DHR and in the community by participating in workgroups, serves on various boards, and committees in order to foster independence and safety for the State's vulnerable children and families.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a Master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Six (6) years of professional experience in a social work capacity in a public or private agency or institution, three (3) years of which must have been in administrative, supervisory or consultative capacity.

Note: These requirements are established by the Social Services Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

SELECTIVE QUALIFICATIONS

One year of experience providing child welfare adoption services.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
