DEPUTY BOILER INSPECTOR COMMISSIONED

Introduction

The Maryland Department of Labor, Licensing and Regulation, Division of Labor and Industry is accepting applications from qualified candidates for the position of Deputy Boiler Inspector, Commissioned.  This is the full performance level of work in the registration and inspection of boilers, pressure vessels and related equipment in order to ensure compliance with applicable State laws, rules and regulations and to safeguard the general public.  Employees in this classification do not supervise, but may provide direction and guidance to less experienced staff.

Employees in this classification receive general supervision from the Deputy Boiler Inspector Supervisor or Chief Boiler Inspector.  Employees may be subject to call-in.  The work is usually performed on-site in boiler rooms, nuclear power plants, manufacturing and repair facilities.  The work requires the use of specialized safety equipment such as safety shoes and gloves, protective eye-wear and hard-hats and regularly involves exposure to hazardous materials such as asbestos.  The work requires crawling, climbing ladders and bending and stooping in confined spaces.

LOCATION OF POSITION

These positions require that the employee be available to conduct inspections within their assigned region.

These regions are :

Region 1 (Wicomico, Worchester, Somerset, and Dorchester Counties)

Region 3 ((Baltimore, Harford, and Cecil Counties)

Region 5 (Prince Georges and Anne Arundel Counties) 

Region 6 (Howard and Montgomery Counties) 

Main Purpose of Job

Conduct inspections and investigations related to the construction, installation, maintenance, use, operation, repair, and failure of boilers and pressure vessels and related equipment, in order to protect workers and consumers, other citizens and property.

POSITION DUTIES

Registers and performs initial inspections of new boilers, pressure vessels and related equipment to ensure safe and efficient operation;

Conducts periodic inspections of boilers, pressure vessels and related equipment to ensure compliance with applicable safety codes;

Conducts special inspections of boilers, pressure vessels and related equipment to investigate and resolve issues raised by public complaints, accidents or required repairs;

Monitors inspections performed by insurance company inspectors on insured boilers, pressure vessels and related equipment to ensure adequacy and timeliness; 

Monitors, evaluates and documents activities of firms that manufacture, install or repair boilers, pressure vessels and related equipment to ensure compliance with applicable national and State codes;

Provides technical assistance to the public regarding the safe and efficient use of boilers, pressure vessels and related equipment;

Prepares and presents reports on boiler inspections and investigations to document findings and results;

May shut down boilers, pressure vessels and related equipment determined to be operating unsafely and presenting significant risk to public safety;

May testify in court to provide information on the inspection and repair history of boilers, pressure vessels and related equipment that are involved in explosions or accidents;

Performs other related duties.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience in high pressure boiler and pressure vessel construction or repair, or as an operating engineer in charge of a high pressure boiler operation, or as an inspector of high pressure boilers and pressure vessels.

Notes:

1. A Bachelor’s degree in Engineering from an accredited college or university may be substituted for two years of the required experience.

2. A Bachelor’s degree in science or mathematics from an accredited college or university plus one year of experience in the design, construction, operation or inspection of high pressure boilers and pressure vessels may be substituted for two years of the required experience.

3. Experience in manufacturing, including the use of fabrication methods or processes in a shop or field environment may be substituted on a year-for-year basis for up to two years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in General Inspection, Investigation, Enforcement and Compliance classifications or General Inspection, Investigation, Enforcement and Compliance specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must be commissioned by the National Board of Boiler and Pressure Vessel Inspectors as provided by the Public Safety Article §12-907 of the Maryland Annotated Code. Applicants must list the commission number and the date that the commission was obtained on the application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to call-in and, therefore will be required to provide the employer with a telephone number where they can be reached.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland regulations 17.04.09, Testing for Illegal Use of Drugs.

IMPORTANT: All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Applications that meet qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
