Main Purpose of Job
The Education Analyst is a member of the Office of Academic Affairs in the Private Career School Unit at the Maryland Higher Education Commission (MHEC). The position will be primarily responsible for ensuring that private career schools operate in accordance with standards established by Maryland regulations. The position will perform the following specific responsibilities:
POSITION DUTIES

Review applications for approval of new private career schools, new programs, program modifications, changes of ownership, and changes of location.

Monitor assigned private career schools for compliance with Maryland law and regulations.

Conduct on-site state supervisory visits to private career schools to assess their compliance with State standards.

Analyze the findings of school investigations and determine the appropriate course of action in consultation with staff and legal counsel.

Investigate and respond to written student complaints in accordance with Maryland regulations.

Serve as a staff member on an assigned task force, workgroup, or special project.

Coordinate and manage the annual report collections.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Education: Possession of a bachelor's degree.
Experience: One year of administrative or teaching experience in post-secondary education programs.
Notes:
1. Possession of a master's degree may be substituted for one year of the required experience.
2. Possession of a doctoral degree may be substituted for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

Experience working in a private career institution in an administrative position.

Experience interpreting and applying COMAR regulations.

Excellent written and verbal communication skills.

Excellent analytical/evaluative skills.

Interact diplomatically and effectively with people.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service.

The examination will consist of a rating of all candidates’ education, training, and experience related to the requirements of this position. Therefore it is important that applicants provide complete and accurate information related to this position.
