Main Purpose of Job
The Staff Specialist is a member of the office of Research and Policy Analysis at the Maryland Higher Education Commission (MHEC). The position will provide professional services, including analyzing statistical data, preparing information reports, and coordinating research related projects. These efforts provide information that form the basis for Commission decisions regarding statewide higher education policy. The selected candidate will be responsible for the following activities:
POSITION DUTIES

Prepare information reports and studies about current higher education topics as requested by the Commission. Examples include trends in student graduation, retention, and transfer rates, online education patterns, and faculty and staff characteristics.

Coordinate the distribution and analysis of surveys. These may include statewide distance education surveys, follow-up surveys of graduates, and employer surveys.

Maintain and update the Commission’s annual data and trend books, including tables on the agency’s home page and StateStat.

Respond to requests for statistical data, both from members of the Commission staff and from external audiences, including the campuses, other state agencies, Maryland businesses, the general public, and out-of-state educational organizations.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Education: Possession of a bachelor's degree.
Experience: One year of administrative or teaching experience in post-secondary education programs.
Notes:
1. Possession of a master's degree may be substituted for one year of the required experience.
2. Possession of a doctoral degree may be substituted for two years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Competitive applicants will possess a master’s degree in Higher Education, Public Policy, or another relevant field from an accredited college/university. The successful candidate will possess a proven record of writing policy reports, conducting qualitative research, and analyzing and interpreting quantitative data. Applicants should also be abreast of current issues in higher education, and have experience managing projects with fixed deadlines, working collaboratively as part of a team, and leading interagency work groups. Strong writing, communication, and analytical skills are essential.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service.
SELECTION PROCESS
Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.
EXAMINATION PROCESS
The examination will consist of a rating of all candidates’ education, training, and experience related to the requirements of this position. Therefore it is important that applicants provide complete and accurate information related to this position.
