LOCATION OF POSITION

108 Carroll Street, Annapolis, MD

POSITION DUTIES

The incumbent of this position will supervise the maintenance and production of the Dependent Support Wage Withholding Orders and Wage Garnishments for all payroll systems, and ensure they are completed in a timely and accurate manner. Other duties include; providing instruction and guidance to employees, law firms, court systems, and state agency payroll personnel for the specialized unit of payroll.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of payroll or clerical-accounting experience, at least two years of which were working with governmental payrolls.

Notes:

1. Experience supervising fiscal or accounting clerks may be substituted on a year-for-year basis for up to two years of general clerical-accounting payroll experience.
2. Additional education in accounting, data processing or business law may be substituted for the required general experience at the rate of thirty credit hours for each year.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in financial clerical and technician series classification or financial clerical and technician series specialty codes in the logistics field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

  • Two years of experience working in a payroll production environment
  • One year of experience working in a supervisory capacity processing court ordered payroll deductions and meeting deadlines

EXAMINATION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

Qualifying applicants are subject to an oral interview.  Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986.  Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period.  This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
