Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of financial analysts, accountants, lawyers, law enforcement officers, actuaries, and others, the MIA works to facilitate a strong insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

The MIA is charged with a range of responsibilities including the licensure of insurance companies and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance companies are subject to market conduct examinations to monitor compliance with Maryland law.  The MIA has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually. 

Main Purpose of Job

This position is responsible for performing general accounting and financial reporting duties that require use of reports generated by the State of Maryland’s Financial Management Information System (FMIS) subject to internal controls and financial auditing reviews. This position will also determine and enter financial transactions and perform other responsibilities as required.  The position will report to Fiscal Management Staff.

POSITION DUTIES

 This position will: 

  • Review revenue and expenditure amounts on the FMIS and DAFRG reports, investigate and interpret variances, and alert and work with agency fiscal managers to assist them with daily financial controls and system improvements, as well as expenditure and revenue projections
  • Enter financial transactions in FMIS and other systems used by the agency
  • Prepare financial reports and statements as required
  • Perform quality reviews and audits of insurance company annual premium tax returns and provide suggestions for improving and assessing the agency’s online tax submission and audit application
  • Reconcile bank statements and other financial statements with the FMIS system
  • Review purchasing card statement for compliance and reconcile to receipts

Perform other miscellaneous accounting or fiscal tasks as required

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • A bachelor’s degree in accounting or finance.  Legal background or experience interpreting contracts and Maryland laws.
  • A minimum of two (2) years experience interpreting State of Maryland FMIS reports (includes ADPICS/RSTARS) and reconciling agency transactions using the state’s fiscal control systems.
  • Experience developing financial spreadsheets with demonstrated proficiency in EXCEL 2010. 
  • Experience with legislative and financial auditor reports and knowledge of internal controls.
  • Experience with purchase of small supplies or service agreements according to State of Maryland guidelines and procedures.
