Main Purpose of Job

This is a Special Appointment, professional position responsible for supervising programmers to develop, enhance, maintain, or customize computer software applications; serves as project manager for major computer programming projects, technology projects and operations, critical to Department of Education objectives.

POSITION DUTIES

Supervises, directs and leads the systems analysis efforts for information technology (IT) projects; supervises staff in designing, developing, testing, implementing and maintaining computer applications systems and programs; designs, develops, tests, implements and maintains applications systems and programs; develops and maintains change control practices for software applications and IT projects; guides and directs Divisional Information Technology Project Managers; participates on Technical and Price Proposal Committee for the selection of Information Technology Projects.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: A Bachelor’s degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems, or other information technology-related field to include coursework in systems analysis and applications programming using high level computer programming languages and developmental tools.  

Experience: Three years of experience designing, developing, testing, implementing and maintaining applications systems including web applications and programs using high level generally accepted computer program languages. Experience developing .NET applications that function in a Microsoft environment using Visual Basic, JavaScript, HTML, XML, and VB Script is preferred.  

Notes:

1. Thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems, or other information technology related field to include coursework in systems analysis and applications programming using third generation or other generally accepted computer programming languages may be substituted for the required experience.

2. An additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming languages may be substituted for the required education.

SELECTIVE QUALIFICATIONS

Knowledge of implementing and maintaining computer application systems and programs such as: COBOL, XML, Java Script, Visual Basic and DTS; knowledge of system analysis, development, implementing and maintaining cycles; skill in developing and maintaining software configuration managements systems; skill in developing and maintaining change control practices for software applications and IT projects; skill using Microsoft VisualStudio.Net, including ASP.Net, VB.Net, and ADO.Net components, as well as Microsoft SQL Server (DDL, DTS, SQL, etc.) Visual Basic and Java Script, as is the ability to design and implement RDBMS; ability to guide and direct information technology project mangers; ability to assist in the preparation of the Request for Proposal (RFP) for IT projects; ability to communicate with staff and users.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.
