The Maryland State Retirement Agency is seeking an exceptional experienced professional to serve as Chief of the Internal Audit Division.  This is a Special Appointment position and serves at the pleasure of the Board of Trustees and the Executive Director.

Main Purpose of Job

This management level position is responsible for planning, organizing, directing, coordinating and controlling the internal and external audit functions; supervising a staff of professional internal auditors; and providing consulting and advisory services to the Board of Trustees and Agency management staff. 

POSITION DUTIES

Under the general direction of the Audit Committee and the Executive Director, the duties and responsibilities of this position include, but are not limited to, the following:   

  • Manage and oversee all audits performed by internal audit staff, or any outsourced external audit function, and ensure audits are performed efficiently and effectively and in accordance with auditing standards. 
  • Serve in an advisory capacity to the Executive Director, Audit Committee, and Senior Staff.
  • Provide leadership, direction and guidance to internal audit staff.
  • Perform all administrative functions necessary to manage the Internal Audit Division.
  • Conduct periodic risk-assessments of Agency operations. 
  • Develop and accomplish the approved annual audit plan, ensuring adequate audit coverage based upon the Agency’s risk assessment, including any plan amendments, special tasks or projects requested by Agency management or the Audit Committee.
  • Provide and present audit reports and management letters to the Audit Committee.
  • Attend all Audit Committee meetings, Board of Trustees meetings and any sub-committee of the Board of Trustees, as appropriate.
  • Establish and maintain policies and procedures for conducting audit activities.
  • Establish and maintain an internal quality control system that is designed to provide reasonable assurance that the audit activities and internal auditors comply with professional auditing standards.
  • Assist in the investigation of any reported or suspected fraudulent activities.
  • Conduct periodic follow-up reviews to evaluate the adequacy of management’s corrective actions.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education:    Possession of a bachelor's degree in Accounting, Finance, Business Administration or similar field of study from an accredited college or university.

Experience:  Six years of progressively responsible professional experience conducting or managing internal audits in accordance with generally accepted governmental auditing standards or other professional audit standards, such as the standards promulgated by the Institute of Internal Auditors.  The scope of audit experience should include performing audits to determine proper internal control, compliance, economy and efficiency or program results of a state agency, business or other entity.

NOTE:   Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or a Master’s Degree in Business Administration, Finance, or Accounting for one year of the required experience

SELECTIVE QUALIFICATIONS

Applicants must possess a certificate as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Fraud Examiner (CFE) to be considered for this position.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

QUALIFICATIONS:  You must possess the minimum qualifications to be considered for this position.  If you are scheduled to complete an educational or licensing requirement within six months of the assessment, you may participate in the examination process.  Credit may be given for relevant part-time, temporary, or volunteer experience, if you list the number of hours worked per week.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  This evaluation must be submitted with your application.  All information used to determine your qualifications must be submitted by the closing date.  Therefore, be sure that you accurately and thoroughly complete the application.

EXAMINATION:  The examination will consist of a rating of your education, training, and experience related to the requirements of the position.  The rating may be based on your application.  Therefore, it is important that you provide complete and accurate information on your application (all work experience and education) that is related to this position.  Candidates will be rated as Best Qualified, Better Qualified, or Qualified and remain on the eligible list for a period of at least six months.
