Main Purpose of Job
This position manages and supervises the Behavioral Health Administration's (BHA) Office of Governmental Affairs and Communication. This office provides leadership, guidance, consultation, and support to the organization in the areas of regulations, legislation, governmental affairs, communications, and policy issues surrounding the provision of behavioral health programming services throughout the State.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Education: A Master's degree in Health Care Management/Administration, Political Science, Public Health, Health Care Policy or a Juris Doctorate
Experience: Two (2) years of fulltime professional work to include local, state or federal legislative or congressional experience or health care policy analysis impacting legislative issues.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate demonstrates:
Availability for extended work hours, including weekend work, during the 90-day legislative session January to mid-April.
Ability to develop a familiarity with the legislative process and the structure of the government and statutory law of the State.
Strong interest in working with health care policy makers and other constituents to develop health care policy options and strategies.
Experience in the preparation and presentation of policy positions (issues briefs, testimony, etc).
Analytical, verbal and written communication skills, including public speaking.
Strong interpersonal skills and ability to work with internal and external stakeholders including policy analysts, legislators, government officials, lobbyists and clinicians.
Ability to manage projects under the direction and guidance of senior staff.
Ability to work effectively as a team member with all areas of the Department and external stakeholders.
Ability to work independently and to meet expected work schedules and established deadlines.
Proficiency in current industry standard PC application systems.
