Main Purpose of Job

The individual in this position serves as the Medical Director of the Office of Health Care Quality (OHCQ), the agency within the Department of Health and Mental Hygiene that oversees the quality of care in 14,500 health care facilities and community based providers across Maryland.  As an internal consultant, the Medical Director provides clinical oversight to 120 surveyors, participates in case discussions with surveyors, determines the standard of care for physicians, participates in informal dispute resolutions, prepares clinical alerts and transmittals, and testifies on the behalf of the Agency.  As an external consultant, the Medical Director educates health care practitioners, providers, State agencies, and other stakeholders about the regulatory system.  As the OHCQ regulates a broad range of health care facilities and programs, secondary employment options are very limited and must be disclosed and reviewed to ensure that there is no conflict of interest as set forth under State ethics laws.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Must possess a degree in medicine from an accredited college or university and must have a working knowledge of regulatory agencies and of long-term care facilities.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law.  A copy of the current license must be attached to the application.

This is a management service position.
