ELEVATOR INSPECTOR II

Introduction

The Department of Labor, Licensing and Regulation (DLLR), Division of Labor and Industry (DLI) is accepting applications from qualified candidates for Elevator Inspector II.  This is the full performance level of work in the inspection of elevators, escalators, moving walks, lifts, hoists and other related devices in order to ensure compliance with applicable laws, rules, regulations, and codes and to safeguard the general public.  This position also reviews compliance status of owners who  have elevator units and related equipment on their property and ensures that the equipment  has been inspected consistent with regulatory requirements.  Candidates selected for this classification must have administrative abilities as well as mechanical aptitude. 

Employees in this classification do not supervise, but may provide advice and guidance to lower-level Elevator Inspectors.   Employees in this classification receive general supervision from an Elevator Inspector Supervisor.  The work is performed on-site in buildings and outdoor sites where travel is required and where working conditions may be dirty, dusty or uncomfortable.  The work requires the use of specialized safety equipment such as safety shoes and gloves, protective earwear and eyewear, hardhats and safety lines.  The work requires climbing, crawling, bending and stooping in confined places and at great heights.

Main Purpose of Job

The main purpose of this job is to inspect elevator units at various locations throughout the State for compliance with applicable Laws, Regulations and Manufacturers requirements. Work with building owners and contractors by observing and testing the equipment. Duties include accident investigation, performing final acceptance inspections and training lower level inspectors. Deliver and enforce the state elevator citations per office policy.

POSITION DUTIES

Inspects elevators, escalators, moving walks, lifts, hoists and other related devices in order to ensure compliance with applicable laws, regulations and codes pertaining to the operation, maintenance, repair and safety of these devices;

Conducts special inspections of elevators and related devices to investigate and resolve issues related to complaints and accidents;

Witnesses tests on new, existing and altered installations;

Prepares written reports of findings to include recommendations for correction of deficiencies;

Provides technical assistance to owners, architects and engineers in order to resolve design, operation and safety problems related to the equipment and devices being inspected;

Provides advice and guidance to lower-level inspectors on the proper use and maintenance of equipment and application of codes and procedures governing elevator inspections;

May order the termination of work or removal of specified machinery or equipment from service until violations are corrected;   

May determine the time period within which a violation must be corrected;

May represent the State as a witness in administrative hearings or court cases involving accident investigations or alleged violations of safety standards;

Performs other related duties.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience performing safety inspections of elevators and related devices for a federal, state or local regulatory inspection program.

Notes:

1.  Additional experience performing safety inspections of elevators and related devices for a federal, state or local regulatory inspection program may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in General Inspection, Investigation, Enforcement and Compliance classifications or General Inspection, Investigation, Enforcement and Compliance specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification must possess and maintain a Qualified Elevator Inspector certificate issued by an organization accredited by the American Society of Mechanical Engineers.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to call-in on a 24 hours a day basis and will be required to provide the employing agency with a telephone number where they can be reached, or carry an electronic pager.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

IMPORTANT:  All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

SELECTION PROCESS

All qualified candidates will be placed on a certified eligible list and ranked as Best Qualified.  Candidates that are placed on the list will be referred to the hiring unit for interview selection.  Hiring units will select those candidates most closely demonstrating the ability to perform the duties of the position for interview.

DLLR will use the list to fill current and future vacancies for one year.

EXAMINATION PROCESS

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
