Main Purpose of Job

This position provides administrative, supervisory, budgetary, and planning direction for the Harford County Health Department Oral Health Program.  Job duties include:  providing direction and consultation in the development of program plans and reports; developing and implementing policies and procedures for the Oral Health Program; writing and revising budgets and accompanying budget justifications/narratives; monitoring Program budgets through assistance of agency fiscal staff; and, overseeing the operation of data systems for the purpose of recording patient information and preparing statistics.  The incumbent will assure appropriate recruitment of dental professional staff and support staff according to DHMH and Harford County Health Department guidelines.  This position will also work with school administrations, community-based organizations, boards, advocacy groups and individuals to assess needs of schools and community for expanded oral health programs or initiatives.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and three of which must have been at the managerial or supervisory level.

Notes: 1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

SELECTIVE QUALIFICATIONS

The successful candidate must have at least one year of experience in the Dental field as the position will manage oral health outreach, education and clinical operations. The candidate must have the ability to provide administrative, supervisory, budgetary, and planning direction for the Harford County Health Department Oral Health Program.
