SPECIAL INFORMATION - PLEASE READ CAREFULLY

The Department of Public Safety and Correctional Services requires that Parole and Probation Agents complete a ten-week Entry Level Training Program. The Training Academy is located in Sykesville, MD. Upon successful graduation from the Academy, individuals will be assigned to offices located throughout the State of Maryland.

Applicants meeting the minimum qualifications will be scheduled to take a written examination. Applicants must submit an unofficial copy of their college transcript in order to be approved, unless the specialized experience described in Note 1 under Minimum Education or Experience is being used to substitute for the required college credits. Make-up test dates are not guaranteed.

LOCATION OF POSITION

These positions are located throughout the State of Maryland.  There are critical vacancies to affect ALL Counties on the Eastern Shore (including Caroline, Talbot, Kent, Queen Anne's, Dorchester, Somerset, Wicomico, Worcester), ALL Counties in Western MD (including Garrett, Allegany, Washington, Frederick, Carroll) and ALL Counties in Southern MD (including Prince George's, Montgomery, Anne Arundel, Calvert, Charles, St. Mary's).

Main Purpose of Job

A Parole and Probation Agent I is the entry level of work involving the supervision of a mixed caseload of minimum, medium and maximum security adult parole cases. Employees in these classifications use casework techniques to counsel, encourage and assist parole and probation clients in adopting socially acceptable behavior patterns for reintegration into the community. Employees in this classification do not supervise other employees. Employees receive close  supervision from a Parole and Probation Field Supervisor. Employees may be expected to work on weekends and holidays and may be subject to call-in 24 hours a day. 

POSITION DUTIES

Parolee and Probation Agents supervise offenders on probation, parole and mandatory release that have been conditionally released to the community by order of the courts or the Maryland Parole Commission. Agents must make routine contact with offenders, both in the office and in the community, to determine whether offenders are complying with the conditions of release. Agents must utilize casework techniques to develop detailed case planning and risk assessment of offenders, as well as maintain accurate and complete records of offenders' behavior and adjustment to supervision. Agents are also responsible for the preparation of written reports to the courts and the Maryland Parole Commission to advise of changes to an offender's status, of the need for a modification of the conditions of supervision, and an offender's failure to comply with the conditions of supervision.  In addition, Agents represent the Division and present testimony at violation proceedings before the courts and the Maryland Parole Commission.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited college or university with 30 credits in the social, behavioral or correctional sciences. You may apply if you are within six (6) months of obtaining your degree. You must include an unofficial copy of your college transcript with your completed application. If this is not provided when you submit your application, your application will NOT be approved.  If you are using the specialized experience in Note 1 to substitute for the required credit hours you do not have to submit a transcript.

 Notes: 1. Candidates may substitute one year of specialized experience counseling, investigating or supervising persons on parole or probation for the 30 semester credit hours in the social, behavioral or correctional sciences.

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in these classifications may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to call-in 24 hours a day and, therefore, will be required to provide a telephone number at which they can be reached.

2. Persons appointed may be required to work Saturdays, Sundays or holidays, and any hour of the day or night. Compensatory time or overtime will be granted whenever the workload situation so permits.

3. Candidates must meet all selection standards as set forth in the Code of Maryland Regulations by the Maryland Correctional Training Commission. Candidates who receive a probationary appointment must satisfactorily complete a prescribed training program prior to permanent appointment. Selection standards of the Correctional Training Commission may be obtained from the Maryland Department of Public Safety and Correctional Services, Suite 309, 6776 Reisterstown Road, Baltimore Maryland 21215.

4. The work of this classification requires use of the Criminal Justice Information System (CJIS).  Persons convicted or under indictment for any felony offense, convicted of any misdemeanor that resulted in incarceration within the last ten (10) years or have been convicted of two (2) or more misdemeanors within the last ten (10) years are barred from access to CJIS and are, therefore, ineligible for hire in this classification.

5. Parole and Probation Agent I is a sensitive classification and is subject to drug testing to include Applicant Testing and Random Testing, Incident Triggered Testing, and Reasonable Suspicion Testing.

6. Candidates may be given a medical examination to determine their ability to perform job-related functions.

The written examination is designed to measure candidates' knowledge, skills and abilities as they relate to the duties of this job classification.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
