Introduction

The Department of Labor, Licensing and Regulation is accepting applications from qualified candidates for Deputy Boiler Inspector, Non-Commissioned.  This is the entry level of work in the registration and inspection of boilers, pressure vessels and related equipment to ensure compliance with applicable State laws, rules, and regulations and to safeguard the general public.

LOCATION OF POSITION

These positions require that the employee be available to conduct inspections within their assigned region.

These regions are :

Region 1 (Wicomico, Worchester, Somerset, and Dorchester Counties)

Region 3 ((Baltimore, Harford, and Cecil Counties)

Region 5 (Prince Georges and Anne Arundel Counties) 

Region 6 (Howard and Montgomery Counties) 

Main Purpose of Job

The main purpose of this job is to train to become a Deputy Boiler Inspector, Commissioned.  Employees will learn to conduct inspections and investigations related to the construction, installation, maintenance, use, operation, repair, and failure of boilers and pressure vessels and related equipment. The work is usually performed on site in boiler rooms, nuclear power plants, manufacturing and repair facilities.  The work requires the  use of specialized safety equipment such as safety shoes and gloves, protective eye wear and hard hats.  The work requires crawling, climbing ladders,  bending and stooping, working in confined spaces and regularly involves exposure to hazardous materials such as asbestos.

POSITION DUTIES

Prepare to meet the requirements to become a commissioned Deputy Boiler Inspector.  Maintain knowledge and proficiency in the Maryland Boiler and Pressure Vessel Laws and Regulations, referenced codes, and standards. Receive training through self study, satisfactory completion of an acceptable off-site course, and being mentored in field and office.

Train to perform required in-service inspections and periodic follow up inspections of state inspected boilers, pressure vessels and related equipment.  Inspections are conducted in accordance with the Annotated Code of Maryland (Laws), COMAR (Regulations), referenced codes, standards, and manufacturers specifications.

Prepare inspection reports, enter inspection data, review and correct related database information.

Maintain appropriate records and files.  

The duties are performed by conducting periodic and special inspections, incident and accident investigations and by accurately reporting the conditions observed.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience in high pressure boiler and pressure vessel construction or repair, or as an operating engineer in charge of a high pressure boiler operation, or as an inspector of high pressure boilers and pressure vessels.

Notes:

1. A Bachelor’s degree in Engineering from an accredited college or university may be substituted for the required experience.

2. A Bachelor’s degree in science or mathematics from an accredited college or university plus one year of experience in the design, construction, operation or inspection of high pressure boilers and pressure vessels may be substituted for the required experience.

3. Experience in manufacturing, including the use of fabrication methods or processes in a shop or field environment may be substituted on a year-for-year basis for up to two years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in General Inspection, Investigation, Enforcement and Compliance classifications or General Inspection, Investigation, Enforcement and Compliance specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to call-in and, therefore will be required to provide the employer with a telephone number where they can be reached.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

IMPORTANT:  All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment. 

SELECTION PROCESS

All qualified candidates will be placed on a certified eligible list in the category of Best Qualified and referred to the hiring unit for interview selection.  Hiring units will select those candidates most closely  demonstrating the ability to perform the duties for position for interview.

The eligible list will be used by DLLR for one year to fill vacancies in this classification.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
