Main Purpose of Job

The Webmaster II is a full-performance level position with designing, developing, implementing, and maintaining the Maryland Department of Juvenile Services’ website.

POSITION DUTIES

The Maryland Department of Juvenile Services is currently recruiting for a Webmaster II to serve at the agency’s Headquarters located in Baltimore, Maryland. The Webmaster II will be responsible for updating, enhancing, and maintaining the Department’s internet and intranet websites, including all social media content. The Webmaster II will also be responsible for the graphic design and production of the Department’s logo, brochures, flyers, posters, signage, manuals, and electronic presentations.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Possession of an Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming.

Experience: One year of experience in web page design, development and programming.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and an additional eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals may be substituted for the required education.

3. Additional experience in web page design, development and programming may be substituted for on a year-for-year basis for a high school education.

SELECTIVE QUALIFICATIONS

Must have at least one year of experience with applying Photoshop, Dreamweaver, and HTML in web page design, development and programming.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate has at least one year of experience with using graphic design software

LIMITATIONS ON SELECTION

The Webmaster II is a 24 hours/7 days a week on-call position which must respond to emergencies that involves, but not limited to, timely website and social media updates. Candidates must be willing to adhere to a 24 hour on-call employment policy.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

Applicants who meet the Minimum Qualifications will be placed on the eligible list categorized as Best Qualified, Better Qualified, or Qualified. Candidates shall be certified to the eligible list for a year.

The assessment will be a rating of your application based on your education, training, and experience as it relate to the requirements of the position. BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
