Main Purpose of Job

The primary functions of the Administrative Specialist II position are to develop with the Temporary Cash Assistance (TCA) customer a Family Independence Plan for self-sufficiency, proactively work to match employers with customers seeking employment and training opportunities, to advocate for customers seeking employment, to utilize assessment tools and recommend various modes of work and training such as On-the-Job Training, work experience, subsidized and unsubsidized employment, General Education Diploma, Job Skill Enhancement, etc., and to proactively engage all Temporary Cash Assistance (TCA) customers to ensure that Universal Engagement, Work Participation Rate, Job Placements, 24 Month Activity Participation, State Activity Participation, and Earnings Gain Rate, etc. are met by the Howard County Department of Social Services.

POSITION DUTIES

Matches ready to work applicants with employers as a diversion from TCA Interviews to gather and verify information necessary to develop the Family Independence Plan (FIP) and Career Development Plan CDP) for mandatory customers; assesses the employability of mandatory TCA customers to adequately recommend the appropriate training, education, and/or employment; Initiates and follows up with conciliation and sanctions; applies TCA eligibility rules and regulations when evaluating information in support of initial or continuing eligibility determination; engages all mandatory TCA customers to ensure that Universal Engagement is met; assists customers in securing other supportive services; works in conjunction with TCA eligibility staff to monitor work participation, job placements, 24 month activity participation, State activity participation, and Earnings Gain rate to ensure that Howard County DSS meets mandated expectations; conducts training classes; update CARES and enters time and attendance in WORKS daily.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year (II) of experience in administrative or professional work.

Notes:
1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.
2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
