Main Purpose of Job

The Maryland Department of Budget and Management (DBM), Employee Relations Division of the Office of Personnel Services and Benefits (OPSB) is seeking a talented individual to provide technical assistance and training to agency personnel officers, State managers, supervisors and employees in the areas of employee and labor relations, including MOU interpretation, leave use and leave management issues (including FMLA). The incumbent will also function as a Settlement Conference Officer, charged with processing and resolving grievances and disciplinary action appeals for State Personnel Management System (SPMS) employees. The incumbent will also investigate, conduct conferences, and write decisions in MOU dispute resolution cases. This position will report to the Director of the Employee Relations Division. MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Possession of a Bachelor’s degree from an accredited four-year college or university.   

Experience: Four years of professional personnel work in the areas of either job analysis, job evaluation, salary administration, recruitment and selection, test construction and validation, employee services, health benefits, employee relations, personnel program evaluation, or personnel policy formulation.

Notes:

1. Candidates may substitute additional professional personnel experience on a year-for-year basis for up to four years of the required education.     

2. Thirty graduate semester credits from a college or university in the fields of personnel administration, business administration, public administration, statistics, tests and measurements psychology or other related field may be substituted on a year-for-year basis for up to two years of the required experience.            

3. For employee relations positions, candidates may substitute the possession of a Juris Doctor degree from an accredited school of law for four years of the required experience.

SELECTIVE QUALIFICATIONS

For applicants who do not possess a Juris Doctor degree from an accredited school of law, the entire required experience must have been in professional employee relations work.

DESIRED OR PREFERRED QUALIFICATIONS

These are not required, but must be addresed on your application for full consideration.

Experience in employment law, labor law, and/or administrative law.

Coursework in Employment Law, Labor Law/ Mediation or ADR, and/or Administrative Law from an accredited school of law.

Experience acting as an advocate at settlement conferences and administrative hearings.

Excellent written communication skills with all levels of internal and external customers.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
