Main Purpose of Job

The Commissioned Officer will perform daily Food and Drug Administration (FDA) required tobacco inspections and enforcement activities to identify retailers who are non-compliant with Federal and State Tobacco Laws. The Commissioned Officer provides direct field oversight while safely transporting the Youth Investigators assisting them in the inspection of retail establishments in various geographic areas of the state, ensuring they follow FDA and State Inspection protocol. The Commissioned Officer will appear in court, as needed, for non-compliant tobacco retailer hearings, providing testimony and evidence. This position is responsible for canvassing assigned areas for the Statewide Federally Mandated Coverage Study. Candidates should have an excellent driving record and be able to pass a Federal Criminal Background Check.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate should have prior experience conducting inspections for law enforcement, health, food or drug enforcement, or other relevant experience with state, local or tribal government. (Please indicate relevant experience on application for fullest consideration.)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
