Introduction

This statewide recruitment is being conducted to establish a list of eligible candidates to be used to fill future vacancies occurring in our Local Department of Social Services throughout the State through the end of March, 2015.

ALL approved candidates will placed on this list of eligible candidates in one, single Best-Qualified scoring band with an eligible list expiration date of 3/31/2015 (after which candidates will need to reapply when this classification is reposted in April, 2015).

POSITION DUTIES

This position is the advanced level of work providing specialized services in eligibility determination or quality assurance review of customer eligibility for Family Investment Administration (FIA) public assistance programs in a local Department of Social Services. For eligibility determination the specialized services include customer appeals of eligibility determination, overpayment of benefits, foster care benefits or adult long term care programs. In the quality control program the worker reviews cases in one or more program categories completing a required number of cases monthly. Employees interview customers, explain programs, verify information and determine category of eligibility. Employees process applications, maintain case materials and assist customers in resolving problems.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION: A bachelor’s degree from an accredited four-year college or university.

EXPERIENCE: Two years experience determining eligibility for governmental assistance programs.

NOTES:

1. Additional experience determining eligibility for governmental assistance programs may be substituted on a year-for-year basis for up to four years of the required education.

2. These requirements are established by the Family Investment Administration by authority provided in Human Services Article, Title 5, Subtitle 2, Section 204(b)(1) of the Annotated Code of Maryland. The Department of Budget and Management, Office of Personnel Services and Benefits and the Department of Human Resources, Examination Services Unit do not have authority to accept substitutions or equivalents.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in Maryland.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified and placed on the employment (eligible) list through March 31, 2015.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

You must possess the minimum qualifications to be considered for this position; all information must be received by the closing date. If you are scheduled to complete an educational or licensing requirement within six months of the assessment, you may participate in the application process. Permanent Maryland State employees may also complete necessary experience requirements within six months of the date of the assessment. However, such candidates will appear in pending status on the eligible list until documentation has been received that the educational and/or experience requirements have been met. Credit may be given for relevant part-time, temporary, or volunteer experience, if you list the number of hours worked per week. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
