Introduction
This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES
Recruitment Unit: Oversees the management of two HR Administrator I/Assistant Managers of Recruitment Processing who supervise the recruitment process to fill vacancies. This unit is designated to complete the full hiring cycle to include, conducting meetings with hiring managers, determining the most effective method for recruiting, utilizing the JobAps recruitment system, conducting interviews and making recommendations for hiring the best qualified candidates.
Human Resource Operation Support Unit: Oversees the management of the HR Administrator II/ Manager of Operational Support staff. This unit is the direct support to the correctional facility staff and leadership team. The HR staff provides; guidance and direction for the leadership in their respective correctional facility and provide HR generalist functions involving the HR transactions in the Maryland Statewide Personnel System (SPS)/Workday.
Examination and Promotional Unit: Oversees the management of the HR Administrator II and I. This unit develops written examinations with subject matter experts, conducts job analysis, conducts exam validations and administers exams. This unit also develops and adheres to the agency's standards and processes involved with the large number of correctional promotions.
Orientation Unit: Oversees the management of the HR Administrator I/Ast. Manager of orientation, who supervises the new hire onboarding experience and processes to include, conducting orientation, providing information and interpretation of Federal, State and DPSCS policies, ensures the full completion of the Workday system requirements of the onboarding process for new hires and creates personnel files in compliance with the agency standard procedures.
Personnel Services Unit: Oversees the management of the HR Administrator I/Ast. Manager of the Employee Services Unit; this unit advises employees, interprets state policies and standards relative to benefits, retirement and personnel transactions.
Provides advice and guidance to; employees, supervisors, program managers, agency executives and other public officials regarding HR related matters.
Develop strategic plans for retaining employees and maintaining career development throughout the DPSCS.
Interprets and applies HR related laws, regulations, policies and procedures relevant to the SPMS.
Assesses agency training needs and provides training in HR related or other employee development areas.
Establishes work priorities and evaluates the performance of employees engaged in HR operational activities.
Develops new or revises existing HR related processes, policies and procedures to increase efficiency and accomplish established HR administration goals and objectives.
Maintains confidentiality for all HR related activities.
May prepare and administer a HR program budget.
Performs other related duties.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university in Human Resources, Business Management or Administrations or Industrial Organizational Psychology.

Experience: 6 years of professional HR experience. Four years of which must be at a supervisory or management level; overseeing and coordinating the general operations of a HR generalist unit to include; applying personnel rules and regulations, developing recruitment and retention strategies and supporting promotional processes.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
EXAMINATION PROCESS
All persons who meet the minimum qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
