LOCATION OF POSITION

This position is with the Department of General Services, Division of Fiscal Services, located at 301 W. Preston St., Baltimore, MD.

Main Purpose of Job

This position provides accounting support to the Capital Projects Accounting Section of the Division of Fiscal Services. This involves the reconciliation of the section’s automated Capital Projects Accounting System (CPAS) with the statewide automated Financial Management Information System (FMIS). This position also provides assistance to the Director and Deputy Director of Fiscal Services by providing the accounting expertise necessary to: analyze and approve various accounting transactions; make adjusting journal entries when necessary; and maintain various subsidiary accounting ledgers. The scope of the workload encompasses the entire Department of General Services (DGS) with General, Special, Federal, and Reimbursable funds.

POSITION DUTIES

Duties for this position include but are not limited to:

-Prepares various analyses of the Operational Accounting area, to include preparation and maintenance of data summaries (computerized spreadsheets or analyses). Examples include: bank reconciliations; researching specific accounts and objects; assisting with annual closeout by preparing summaries to support amounts of certain accruals by analyzing data on source documents; and assisting in the preparation of the annual operating budget by researching and gathering financial data relative to prior year expenditures. Financial reports and statements are relied upon by management, so advising on the status and recommending alternatives to improve the various account balances is essential.

-Reviews and approves all capital purchase orders (PO’s) and change orders (CO’s) that originate in the Capital Projects Accounting Unit. This involves ensuring that all items have been approved by either the Board of Public Works (BPW) or the Department Procurement review Board (DPRB), and that the PO’s and CO’s are in accordance with the terms and conditions stipulated on the board items. These are primarily Capital Construction, Statewide Facilities Maintenance, Program Open Space and Capital Grants and Loans.

-Performs reconciliations of the internal Capital Projects Accounting System (CPAS) with the statewide accounting system FMIS on a monthly basis. This involves investigating discrepancies in account balances to determine if the difference is due to timing or an error that needs to be corrected. If an error is found, appropriate journal entries / change orders are made by Capital Projects Accounting staff to adjust the system with the error. Materiality of the error is documented and maintained utilizing the proper accounting treatment as required for agency audits.

-Reviews credit card holder activity for compliance with all State regulations and agency policies. Coordinates and assists with agency cardholder credit card training as needed.

-Communicates effectively with others both orally and in writing to gather needed information, identify problems, and resolve issues.

-Reviews daily/monthly FMIS reports. Analyzes, identifies problems, and prepares adjusting journal entries as needed.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.  

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.  

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

EXAMINATION PROCESS

The examination may consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring agency to select employees.

Eligible list may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority. If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process. Permanent State employees may also complete necessary experience requirements within six months of the date of an examination. Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week. You must include on your application the time spent on such activity. You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
