LOCATION OF POSITION

INTERNAL ONLY.  This position is located with the Department of General Services, Facilities Planning, Design & Construction Division.  Multiple positions located in Baltimore City and Prince Frederick, Maryland.

Main Purpose of Job

This position is a first-level supervisor and leader for a group of construction inspectors, responsible for Central Region projects. This position helps the Regional Manager complete assigned tasks, and serves as the Acting Regional Manager in the manager's absence, and as back-up to inspectors during any absences.

POSITION DUTIES

Duties include but are not limited to:

CONTRACT ADMINISTRATION:
1. Responsible for ensuring all contract administration actions listed in inspector's MS-22 are carried out.
2. Sets up and runs the following events: Preconstruction conference, Progress meetings, PCO negotiations, Site inspections, Work list inspections, Substantial completion inspections, Punch list follow-up meetings, Other required meetings.
3. Document review and approval: Reviews and approves, recommends approval of following documents (if required, prepares documents): CPM schedule, Construction Status Report updates, PCO’s, Requisitions/invoices, Contractor, A/E Performance Evaluations.
4. PCO’s: Reviews and processes; monitor status.
5. Reports. Submit following reports: Construction Status Report, Inspector’s Daily Report, Warranty Inspection Reports, Contractor 50%, 100% Performance Evaluations, Architect-Engineer 100% Performance Evaluations. 6. Audit Findings: Know audit findings and work to correct the deficiencies pointed out.

INSPECTION:
1. Responsible for ensuring all actions listed in inspector’s MS-22 for this category are carried out.
2. When assigned projects, perform normal inspection duties.

MANAGEMENT:
1. Pre-construction phase: Site access - Ensures Using Agency is aware project is about to start; ensures that contractor will have full access to jobsite(s).
2. Active phase: Issues: Resolve jobsite, design, etc., issues that inspector cannot resolve; Ensure work performed is in accordance with plans and specs.
3. Closeout phase: Closeout plan - For capital and major capital maintenance projects, develop closeout plan that schedules appropriate activities in advance. Work list inspection - When work nears completion on project or on a phase that will be accepted by itself, conduct a Work list inspection. Inspection to include participation of Using Agency, A/E and all consultants; meet with Regional Manager and Chief to review Work List. Substantial completion inspection - When 75-80% of Work list items are completed, meet with Regional Manager and Chief to determine which items require completion prior to scheduling of the substantial completion inspection; hold substantial completion inspection, write punch list. Punch list completion - Aggressively pursue completion of punch list; continue to hold bi-weekly progress meetings to discuss progress/ lack of progress.
4. Warranty phase: Schedule 6, 12 and 23 month warranty inspections. Use warranty report. Review warranty inspection reports. Monitor completion of warranty items listed. Refer to Regional Manager any cases of contractor not completing warranty items in a timely manner.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree in civil, electrical or mechanical engineering from an accredited college or university approved by the Engineers' Council for Professional Development.

Experience: Eight years of experience in the building construction field, at least three years of which must have included overseeing or inspecting major construction projects.

Notes:

1. Applicants currently registered as Professional Engineers in Maryland or in a state with comparable requirements are considered to meet all education requirements for these positions. Applicants must present evidence of registration with the application.

2. Additional specific experience as defined above may be substituted at the rate of one year of experience for one year of education for up to four years of the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Civil Engineering Corps classifications or Construction Analyst or Civil Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

This position is limited to current Department of General Services permanent and contractual employees ONLY.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
