Main Purpose of Job

The mission of the Maryland Department of Health's Prevention and Health Promotion Administration's Infectious Disease Prevention and Health Services Bureau (IDPHSB) is to improve the health of Marylanders by reducing the transmission of HIV, STI's and viral hepatitis and helping impacted persons live longer and healthier lives. IDPHSB works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring and treatment of these infectious diseases. This position serves as an Enhanced HIV Surveillance Coordinator in the Center for HIV Surveillance, Epidemiology and Evaluation (CHSEE) in IDPHSB. CHSEE is responsible for collecting, processing, and investigating reports of HIV infection, AIDS diagnoses, and HIV perinatal exposures across the state of Maryland, and for generating information and statistics about the HIV epidemic. The Center seeks to collect the information necessary to describe the HIV/AIDS epidemic in Maryland, evaluate and improve the quality of the information collection activities, analyze and report this information to policymakers and the community for HIV planning, and evaluate the effectiveness of programs targeting the HIV/AIDS epidemic. This position will plan, conduct, and coordinate a supplemental surveillance project and survey of HIV diagnosed individuals who are not in care and initiate investigations of those who are not in care. This position involves participation and coordination of a survey that will identify the needs and barriers of those living with HIV who are not in care. The coordinator will lead the team in collaborating with other internal teams, local health department staff, and providers to implement the project and make recommendations for the maximum utilization of existing and expanded services for people living with HIV. The position will develop procedures for improving services and coordination of existing services as well as recommend standards for serving at-risk populations. This position will develop, train, and manage interviewers and staff engaged in data collection as well as manage the various components of recruiting participants. The position will develop procedures for evaluating the project, assist with the integration of the project into routine surveillance at the local health department and state level, lead internal planning and working meetings, and maintain contact with all project staff including local health departments and service providers. Data from this project will be used at the state and local level to improve programs and services for persons living with HIV.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience:  Two years of professional experience in health services, one year of which must have been in the option for which application is made.

NOTES:

1.  Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2.  Experience in the option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3.  A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience working with HIV programs and an understanding of HIV prevention and care programs.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
