This position is located in the Department of General Services, MD Capitol Police Division, at the Annapolis or Baltimore Detachments.

Main Purpose of Job

The main purpose of this position is to perform in the first line supervisory level of law enforcement work at the Annapolis or Baltimore State Office Complexes. A Police Officer is this position is the patrol supervisor and has supervisory responsibility over other police, building guards and contractual security personnel. They are at the forefront of insuring that the overall mission to protect and to serve is accomplished.

POSITION DUTIES

A Police Officer Sergeant DGS is the supervisory level of law enforcement work for the Department of General Services. Employees in this classification supervise police officers and other security personnel. Employees receive general supervision from a Police Officer Manager or other designated ad official. Employees may be subject to call in duty during emergencies and staffing shortages and may work a rotating shift, holidays and weekends. Employees may be required to work outdoors in all types of weather conditions. 

Duties for this position include but are not limited to:

  • Supervise a shift consisting of Police, Building Guards and Contractual Security personnel in order to ensure that personnel are on post and following policy and procedures.
  • Ensure all posts are staffed by making post assignment schedules and distributing them to personnel on a bi-weekly basis in order to ensure that rotating posts are fairly assigned and covered.
  • Train and instruct Police, Building Guards and Contractual Security personnel in order to ensure that personnel are well versed on laws, regulations, and policy procedures.
  • Make arrests and testify in court. Supervises staff efforts in the enforcement of criminal, civil, and traffic laws and agency rules and regulations to ensure that personnel are up-to-date and current and to make sure that these powers are kept within the scope of law.
  • Directs and participates in rendering aid at the scene of emergencies in order to assist in need.
  • Prepares and maintains statistical and special reports in order to give command staff an overview of shift activities.
  • Writes clear and accurate reports. Reviews initial police reports from the patrol section in order to assure that reports are filled out properly and personnel are trained to accurately complete reports.
  • Prepares performance appraisals for employees in a timely manner.
  • The time spent on the various duties noted above varies as the need arises.

MINIMUM QUALIFICATIONS

Education: High School diploma or G.E.D. certificate acceptable to the Maryland State Board of Education as described in the Police Training Commission regulation.

Experience: Three years of experience as a certified law enforcement officer.

Notes:

1. The above educational requirement is set by the Police Training Commission in accordance with Article 41, Section 4 201.

2. An Associate degree from an accredited college in law enforcement, criminology or related social sciences may be substituted for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Protective Service classifications or Law Enforcement specialty codes in the Military Police Officer field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification must possess police officer certification as required by the Maryland Police Training Commission at the time of application.

2. Applicants formerly certified by the Maryland Police Training Commission as a police officer within the past three years who are eligible for recertification at the time of appointment meet the certification requirement for this classification. The recertification criteria are listed in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01, available at the Maryland Police Training Commission.

3. Employees may be required to possess or obtain a special police commission in accordance with the Annotated Code of Maryland Article 41, Section 4-901.

SPECIAL REQUIREMENTS

1. Selection standards for police officer certification are established by the Police Training Commission in accordance with Article 41, Section 4 201 of the Annotated Code. These selection criteria are listed in detail in the Code of Maryland Regulation Title 12, Subtitle 04, Chapter 01 and include the following: U.S. Citizenship Must be at least 21 years of age Satisfactory background investigation, including a check of criminal history Oral interview Physical examination Possession of a driver's license valid in the State of Maryland.

2. Employees are subject to call-in on a 24 hour basis and must provide a telephone number where they can be reached.

3. Employees in this classification may be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis as required by the Police Training Commission.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible list may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
