LOCATION OF POSITION

The Department of Housing and Community Development's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

The Maryland Department of Housing and Community Development has an immediate opening for a permanent full time underwriter for multifamily rental developments. The position is located within the Multifamily Housing Unit of the Community Development Administration. The individual in this position will be responsible primarily for evaluating, analyzing, negotiating and underwriting requests for financing multifamily rental housing, including the use of federal Low Income Housing Tax Credits, Tax-exempt multifamily bonds, and State and federal loans and grants. The person may also assist with the Maryland's Base Realignment and Closure Preservation Initiative and energy efficiency efforts of the Department of Housing and Community Development. In limited instances the individual may be asked to evaluate requests for financing for commercial revitalization, and community development group homes, shelters, and single room occupancy projects. This includes reviewing, processing and underwriting application; issuing reservation letters, commitments and other correspondence; closing loans; determining compliance with regulations and guidelines and assisting in the preparation of monthly and annual reports on the status of financing programs. The projects reviewed will generally consist of 50 or more units and have two or more sources of financing with a total budget of over $5 million, moderate to high risk factors; and fixed rate or deferred loans. The person in the position must be able to handle multiple competing priorities under short timeframes. The ability to understand, direct, and analyze complex real estate transaction from application through construction start and lease-up, as well as to synthesize complex material into short, understandable memos and presentations is critical. Presentations before the Housing Finance Review Committee and the Board of Public Works are routine aspects of the position.

MINIMUM QUALIFICATIONS

Education: A Bachelor's Degree in Business Administration, Management, Finance or related.

Experience: One year of experience evaluating the risk involved in granting loans or insurance for multi-family housing or commercial projects.

Note:

1. Additional experience as described above may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification or loan specialist specialty codes in the loan specialist field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to those with demonstrated experience managing a multifamily rental housing development project from concept through construction to initial occupancy, including familiarity with the following programs:                                                                  

o   Federal Low-Income Housing Tax Credit  or related federal investment tax credit programs;

o   affordable rental housing preservation programs;

o   FHA-insured multifamily housing insurance programs;

o   taxable and tax-exempt bond financing programs;

o   energy efficiency programs for affordable multifamily housing; and  disability or supportive housing.

BENEFITS

STATE OF MARYLAND BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
