Main Purpose of Job

The main purpose of this position is the preparation and management of the annual operating budget and quarterly budget projections for federal, general, special and reimbursable funds for assigned programs within the Prevention and Health Promotion Administration (PHPA). This position will also be responsible for preparing fund certifications, assisting with procurement, tracking grant and contract awards and expenditures, and satisfying federal award reporting requirements.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

 2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Proficiency in utilizing accounting principles, excellent Microsoft Office skills, experience in monitoring multiple budget/expenditures, the ability to conduct detailed analysis with the ability to multi-task, demonstration of good organizational skills, knowledge of federal awards and the DHMH financial system preferred.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
