Main Purpose of Job

The position serves as the Assistant Director for the Family Investment Division of the Baltimore County Department of Social Services. The Assistant Director for Family Investment Division oversees the economic support programs for Baltimore County, and directs approximately 200 employees in 5 District Offices with an operating and program budget of approximately $4 million.

POSITION DUTIES

Interprets and administers Federal, State and local law/policy governing economic support programs under the Family Investment Division. 

Provides leadership to staff so that programs and proccesses are developed in an integrated manner to ensure that the results are thorough, efficient, measurable and meet the stated objectives.  Participates with administering agencies and other entities in evaluating new initiatives and programs. 

Develops goals and objectives for the Family Investment Division, establishing a process for implementation of the action items and the development of supporting resources.  Continuously reviews and analyzes programs to ensure that the program requirements are being met. 

Directly supervise administrators and management staff. Evaluating their efficiency, effectiveness and productivity, and that of their operations.  Assist them in maintaining an operation that ensures program requirements are met and that customers are served appropriately. Fostering cooperation among staff in all Family Investment Division positions and encouraging interaction with other Divisions and Agencies in order to provide customers with service that focuses on, and meets their needs in an efficient and non-duplicative manner.

Advocates on behalf of clients and staff for resources that will support and provide for the needs of the customers and clients. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's Degree in Human Services, Public Administration or related field from an accredited college or university.

Experience: Seven years of administrative or professional experience determining eligibility for government programs. Three years must have involved supervision of other employees.

Note: Additional Administrative or professional and/or technical experience in the administration of a human services program may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

A Masters Degree in Human Services, Public Administration or a related field.

Strong leadership and management skills, particularly in human service management;

Ability to implement change, motivate staff and maintain relationships;

Possess an understanding of budgeting, planning and expenditure monitoring.
