Main Purpose of Job

Supervise the operation of the Workforce and Technology Center (WTC) on the night shift to ensure the consistent and effective operation of the Center. Provide direct supervision to night shift staff in Residential Services who are assigned to oversee consumer residential dormitories and provide crisis counseling and supportive teaching. Supervise night shift staff in Residential Services to ensure the maintenance of a healthy, safe, and sanitary environment for consumers. Serve as the Lead for the Division of Rehabilitation Services (DORS) security staff on the night shift.

POSITION DUTIES

Manage, coordinate, and monitor the WTC operation on the night shift by providing administrative and technical support to all staff, including DORS Police personnel. Provide direct supervision and technical assistance to staff including work assignments, performance evaluations, training, and staffing patterns to ensure the delivery of quality services. Develop, modify, implement, and evaluate department business practices. Monitor AWARE case management system to ensure staff compliance with established procedures. Provide advice and guidance to staff in observing and reacting to the behavior of consumers and suggest methods of de-escalating potential issues or situations. Provide leadership and technical support to staff during emergency situations. Serve as liaison and communicate with Center Administration during emergency situations and critical issues involving WTC operations and consumer behaviors. Ensure staff carry-out emergency and routine procedures for the protection and safety of consumers, staff, and the public. Provide coverage and monitor dormitory areas. Serve as back-up supervisor on day or evening shifts as assigned.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor’s Degree.

EXPERIENCE: Two years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs.

NOTES:

1. Additional experience as defined above directly related to the position may be substituted for the required Bachelor's degree at the rate of one year of experience for one year of education.

2. Possession of a Master’s degree may be substituted for one year of the required experience.

SELECTIVE QUALIFICATIONS

Knowledge of: types and severity of disabilities and related issues; principles of safety, security, and cleanliness of residential facilities serving residents with severe disabilities; principles of emergent care at residential facilities; supervisory skills and the evaluation of staff; theories and principles of behavior and personality development and the dynamics of interpersonal relations; federal and state laws and regulations governing the care and treatment of persons with disabilities, including basic rights and confidentiality; and basic and alternative communication skills and interaction techniques.

Ability to: supervise and provide technical guidance to staff; develop, modify, implement, and evaluate department business practices; access and respond to emergency situations and provide direction and technical support to staff and emergency responders; communicate effectively with residents with severe disabilities and staff especially during emergency/crisis situations; effectively apply the rules, regulations, policies, and procedures of the Division of Rehabilitation Services and the Workforce and Technology Center; exercise sound judgment and initiative; and work as a member of a rehabilitation team.

SPECIAL REQUIREMENTS

A valid Maryland driver’s license is required.

This position is primarily night shift 11:00 pm - 7:30 am Sunday-Thursday but may be adjusted to cover other shifts and areas as needed.
