Main Purpose of Job

This is a professional position serving as the Chief of Public Libraries and State Networking Branch (PLSNB), responsible for providing leadership for the planning, development and improvement of Public Library Services and the State Library Network while promoting statewide library partnerships throughout Maryland.

POSITION DUTIES

Provides leadership in the development and implementation of educational support, Pre-K-18 and lifelong learning, activities supporting individuals with disabilities and the implementation of the Race-to-the-Top Early Learning Grant Challenge (ELC-RTT); directs and coordinates all activities of the Public Libraries and State Networking Branch (PLSNB) including: the development of programs and services; oversees the formulation and implementation of State plans for the Library Services and Technology Act (LSTA); provides guidance for improving library services and coordination of State Library Network and other collaborative inter-library activities; assists in developing annual budget and strategic plans; provides consultation, guidance, and direction to public library administrators; manages federal and State grant programs.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION: A Master’s Degree in Library Information Science from a college or university accredited by the American Library Association.  

EXPERIENCE: Six years of professional experience in library administration, management, and supervision to include experience in planning and program development. Public Library experience is preferred.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of trends and practices for providing  library services, including the changing role of libraries in a technology-rich environment; knowledge of demographic and cultural trends; knowledge of the Library Service and Technology Act (LSTA);  knowledge of planning, policy development and financial concerns that impact the development of improved library services; knowledge of budget development and expenditure controls; skill in leading and managing staff to accomplish unified initiatives and goals; skill translating trends and needs in to strategic directions and subsequently into innovative, results-oriented programs; ability to work collaboratively within various groups; ability to develop standards, guidelines and other criteria for the implementation, evaluation and improvement of library services; ability to communicate effectively both orally and in writing.
