NATURE OF WORK

A Member, Assessment Appeal Board is one of three members and one alternate member of each property tax assessment appeals board in most Maryland counties.  However, the boards for Anne Arundel, Baltimore, Montgomery and Prince George's counties, and Baltimore City each have three members and three alternate members.   Members are appointed by the Governor for five-year terms. The Governor names the chair as defined by the Tax - Property Article, Sections 3-102 through 3-107 of the Annotated Code of Maryland.

EXAMPLES OF WORK

Hears appeals from property owners in its area who disagree with the values assessed by the State Department of Assessments and Taxation.

Appeals concerning local tax credits, local taxes, and special taxing areas under the Home Owners' Tax Credit Program, the Renters' Tax Credit Program, the Agricultural Land Preservation Easement Program, and other local tax matters also are assigned to the board for hearing (Tax - Property Article, secs. 3-101 through 3-108).

Further appeals may be made to the Maryland Tax Court.

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
