NATURE OF WORK

A Budget Analyst I, Operating is the intermediate level of work in the formulation and expenditure oversight of the Governor's annual spending plan and legislative appropriation.   Employees in this classification perform that involves analysis of operating budgets of medium-sized agencies. Employees in this classification do not supervise other positions.

Employees in this classification receive moderate supervision from a Supervising Budget Examiner.

Position allocation within the Budget Analyst I, II, III, Operating series is determined on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

The Budget Analyst Trainee is differentiated from Budget Analyst I, Operating, Budget Analyst II, Operating and Budget Analyst III, Operating on the basis of degree of supervisory control exercised by the supervisor over these employees.  The Budget Analyst Trainee learns to perform duties under close supervision.  The Budget Analyst I, Operating, Budget Analyst II, Operating and Budget Analyst III, Operating perform the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Conducts studies of all budget expenditures of units of the Executive Branch of State government;

Makes recommendations to the Secretary of the Department of Budget and Management and to the Governor regarding resource allocation for assigned State agencies to promote greater efficiency and economy for these agencies;

Collects data through personal interviews and independent resources to properly analyze and evaluate budget requests;

Attends meetings with agency personnel to discuss operating changes affecting budgetary appropriations;

Provides technical advice and assistance, including interpreting budget policies, to State agencies in the preparation of their budgets;

Assembles statistical data and reports for use in evaluating budgets;

Analyzes and evaluates the organization, policy, procedures and management practices of State departments and agencies to develop recommendations for their improvement;

Analyzes requests for new positions and for additional temporary help to evaluate need;

Investigates the propriety and need for the transfer of appropriations between programs to maintain fiscal integrity;

Analyzes proposed legislation to determine fiscal impact and potential organizational change;

May attend agency budget hearings conducted by the Department of Budget and Management and the Governor, and Hearings and Committee meetings conducted by the General Assembly;

Performs other related duties.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series.  In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
