NATURE OF WORK

A Natural Resources Manager III is the second supervisory level of program management work in a natural resources agency.  Employees in this classification are responsible for a major program within an agency of the Maryland Department of Natural Resources.  Employees in this classification assigned to the Water Resource Administration may serve as the western Regional Enforcement Supervisor involving a combination of programs to include:  water quality enforcement, water quality permits, mine inspections, etc.  Employees in this classification assigned to the Wildlife Administration manage a wildlife region.  Employees in this classification function independently, plan, develop and implement new and modified elements to the assigned activity.  Employees in this classification supervise a staff of professional and technical employees, prepare and administer a budget, recommend policy changes, administer technical surveys, recommend and review pertinent legislation, and are responsible for the achievement of the goals and objectives of the program.

Employees in this classification receives general direction from an agency head in the form of agreements on overall program goals.  Work evaluation is based on achievement of program objectives and progress toward goals.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Serves as a major program chief in a natural resources agency;

Serves as the western regional enforcement supervisor in the Water Resources Administration involving more than one program function;

Prepares and maintains the budget for the assigned respective activity;

Supervises professional, technical, and clerical personnel on a full-time or survey basis;

Prepares environment impact statements, technical survey reports, habitat improvement, and written reports involving the assigned function or agency functions;

Represents the agency head or Department Secretary at hearings, conferences, and meetings involving the assigned responsibility or general agency business;

Establishes and maintains effective working relationships with other natural resources representatives and interested public, private, and governmental groups and individuals;

Conducts efficiency, time or cost studies and analyses of work processes or systems;

Prepares work flow-charts, staffing patterns and organizational charts;

Prepares final reports and suggested recommendations for the improvement of the agency or its programs;

Recommends changes to, implements and insures compliance with policies, rules and regulations of the program, agency, and Department;

Promotes actively the public use or recognition of the service or objectives of the assigned program, agency and/or the Maryland Department of Natural Resources;

Negotiates necessary contracts for surveys, personal services, studies, etc., for the assigned activity;

Administers the conduct of field surveys appropriate to and in accordance with the projects within the assigned program and agency policy;

Maintains awareness of new developments of new developments in the field and incorporates such research findings into the assigned program;

Performs other related duties.

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
