NATURE OF WORK

A Computer Information Services Specialist Manager is the managerial level of work evaluating, implementing and maintaining personal computer hardware and software.  Employees in this classification supervise Computer Information Services Specialist Supervisors.

Employees in this classification receive managerial supervision from an IT Programmer Analyst Manager, Computer Network Specialist Manager, Assistant Director or Director of information technology or other data processing administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class description.

The Computer Information Services Specialist Manager is differentiated from the Computer Information Services Specialist Supervisor on the basis of supervisory responsibility.  The Computer Information Services Specialist Manager has supervisory responsibility for Computer Information Services Specialist Supervisors while the Computer Information Services Specialist Supervisor has supervisory responsibility for lower-level Computer Information Services Specialists.

EXAMPLES OF WORK

Plans, directs and administers work evaluating, implementing and maintaining personal computer hardware and software in an agency or a data center in accordance with applicable laws, rules, regulations, policies and procedures;

Plans, coordinates, supervises and evaluates the work of Computer Information Services Specialist Supervisors;

Develops, implements and manages new and revised personal computer information services policies, procedures and standards;

Develops, implements and manages training programs for Computer Information Services Specialist staff;

Reviews and approves user needs and requests for automation, evaluates and approves personal computer hardware and software solutions to user needs, and approves the acquisition of appropriate personal computer hardware, software and services;

Prioritizes personal computer information services projects, determines staffing requirements, develops work plans and deadlines, and monitors the progress of project;

Reviews and approves completed personal computer information services projects for correctness, completeness and adherence to established policies, procedures and standards;

Prepares or oversees the preparation of requests for proposals for contractual personal computer hardware, software and services, evaluates the proposals and oversees the delivery of goods and services;

Meets with upper-level management, personal computer system users, technical I T staff and vendors to discuss and resolve personal computer information system problems and issues;

Prepares routine and statistical reports of personal computer information systems activities and special projects;

Provides input into the agency’s information technology master plan and budget;

Reviews personal computer journals, catalogues and other technical literature and attends workshops, seminars, training classes and trade shows to keep abreast of the latest developments in personal computer information systems;

May direct the operation of an agency’s or computer center’s help desk;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
