NATURE OF WORK

A Natural Resources Manager II is the first supervisory level of management work for a natural resources activity within a program in a natural resources agency involving either responsibility for a region of the State or a statewide, general impact, staff function.  Employees in this classification, as Regional Enforcement Managers, manage a pollution enforcement or technical survey activity; prepare and maintain a budget, and are responsible for the successful conduct of associated regional activity.  Employees in this classification, as Staff Specialists, are recognized staff experts in the areas of environmental impact or fish kill investigations and the expertise involves statewide impact on other agency programs.  Employees in this classification, as Regional Managers of natural resource agencies, recommend policy changes, supervise technical surveys, recommend and review pertinent legislation; and are responsible for the conduct of the assigned activity.  Employees in this classification are allowed a great deal of independence to plan, develop and implement new and modified elements to the assigned activity.   Employees in this classification exercise direct supervision or provide technical direction to lower-level Natural Resources professionals, technicians and/or clerical personnel.

Employees in this classification receive general direction from an administrator or other official in the form of conferences and general orders.  Work evaluation is based on achievement of objectives and progress toward goals.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Serves as Staff Specialists responsible for highly specialized, statewide functions which have impact on all programs within a natural resources agency;

Serves as Regional Enforcement Managers within a water resources enforcement program or as head of a regional water quality survey team;

Serves as Regional Managers of a natural resources agency;

Represents the administrator or the Secretary at hearings, conferences, and meetings involving their expertise or geographic responsibility;

Promotes actively the public use or recognition of the service or objectives of the activity;

Negotiates necessary contracts for surveys, personal services, studies, etc., for the assigned activity;

Conducts field surveys appropriate to and in accordance with the objectives of the assigned activity;

Maintains awareness of new developments and incorporates such research findings into the assigned activity;

Performs other related duties.

GENERAL REQUIREMENTS

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
