NATURE OF WORK

A Coordinator Special Programs Health Services IV at the Maryland Department of Health (MDH) headquarters coordinates and advises local health departments or service providers regarding program services on a regional or Statewide basis and has grant monitoring responsibilities. Employees in this classification assigned to the MDH headquarters may also function as regional case managers.  Employees in this classification assigned to a local health department or residential facility are the supervisory level of work directing a health related program. Employees in this classification may supervise lower-level Coordinator Special Program Health Services positions and other assigned personnel or support staff.

Employees in this classification receive general supervision from a higher-level program administrator.

Position allocation within the Coordinator Special Programs Health Services III and IV class series is determined on the basis of relative job evaluation among similarly functioning positions.  The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

EXAMPLES OF WORK

Plans and conducts studies or surveys, and initiates investigations related to specific program services;

Makes recommendations for the maximum utilization of existing services as well as for additional or expanded services;

Maintains liaison and cooperative relationships with a variety of public and private agencies;

Provides professional consultation and assistance to public and private agencies having programs for persons who are mentally ill, developmentally disabled, geriatric patients, alcohol or drug dependent or otherwise receiving health services;

Coordinates community health planning committees;

Develops procedures for improved services, coordination and expansion of existing services and development of new services;

Makes speeches and appearances to explain available services;

Develops training programs for personnel working with the program services;

Develops and recommends standards for inpatient and outpatient services;

Encourages and directs the development of inpatient and outpatient services;

May supervise lower-level Coordinator Special Program Health Services positions and other assigned personnel or support staff;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
