NATURE OF WORK

An Assistant Librarian is entry level of responsible professional library work.  Employees in this classification direct the operation of a small-sized library of a general or specialized nature in a State agency or institution or assist a higher level professional librarian in the operation of a moderate-sized library.  The work involves the management and planning of all library activities including the selection, cataloging, classifying, preparing, shelving and binding of books and related library materials.  Employees in this classification may supervise secretarial or clerical personnel.

Employees in this classification receive close supervision and guidance from either from an administrative officer of the agency, or from a higher level professional librarian.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Prepares recommendations for and administers library rules and regulations;

Supervises work selecting, requisitioning, examining, shelving, arranging, receiving, cataloging, filing and caring for books and other library property;

Supervises, or assists in circulation, reference work and research;

Compiles special indices, references, and bibliographies;

Makes recommendations for acquisitions;

Makes negotiations for and acknowledges books;

Gives instructions in library science and assists library patrons in making best use of library facilities;

Keeps abreast of developments in library science;

Keeps records and accounts and prepares reports;

Devises manuals, bibliographies, lists, and charts for use by the departmental staff;

Drafts correspondence in connection with the library;

Establishes and maintains essential library records and files;

Perform other related duties.

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
