NATURE OF WORK

An Assistant Principal MDH is educational administrative work assisting the Principal of an educational program at one of the facilities operated by the Maryland Department of Health.  Employees in this classification supervise Teachers.

Employees in this classification receive general supervision from a Principal or other educational administrator at the treatment center.  The work of this class may require travel to various locations for events such as field trips, workshops, seminars and recreational activities. Students may be disruptive or abusive and may require remedial training.

The Assistant Principal MDH is differentiated from the Teacher Supervisor in that the Assistant Principal MDH performs educational administrative work assisting the Principal of an educational program at a facility while the Teacher Supervisor has supervisory responsibility for lower-level Teachers and performs classroom teaching duties.  The Assistant Principal MDH is differentiated from the Principal in that the Principal is responsible for the administration of the educational program at a facility.

EXAMPLES OF WORK

Assists the Principal with the administration of the educational program at the facility in the following areas: providing instructional leadership; preparing the budget; training, evaluating, recruiting and hiring instructional staff; determining curricula; oversight of admission/dismissal policies; and planning, organizing and directing the educational program;

Supervises Teachers Aides and other instructional and support staff;

Cooperates with treatment staff and provides student progress reports to staff and family members;

Assesses emergency and crisis situations, makes appropriate contacts and referrals and provides interim emergency medical and other assistance as necessary until specialized assistance is available;

May have primary responsibility for one part of the educational program, such as the residential treatment program or the day treatment program;  

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the human developmental process;

Knowledge of educational administration, theories, methods and practices and curriculum development;

Knowledge of the physical, emotional and social aspects of special needs students;

Ability to lead and direct other educational personnel;

Ability to learn and apply emergency medical procedures;

Ability to facilitate and maintain an educational environment conducive to learning;

Ability to work harmoniously with special needs students in a residential treatment environment and with other employees.

MINIMUM QUALIFICATIONS

Education:   Possession of appropriate educational credentials as determined by the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD 21201-2595.

Experience: Four years of experience providing classroom instruction to students.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Education and Training, Human Resources Officer, Instructor, or Education Officer specialty codes in the education or training field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Educational administrators in State operated school programs are required to acquire and maintain certification in the State of Maryland per Education Article, Section 6-101 of the Annotated Code of Maryland and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be requested to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD. 21201-2595.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
