NATURE OF WORK

A Maryland Correctional Enterprises (MCE) Plant Supervisor II Automotive Services is one of two supervisory levels of work involving the security, training and supervision of adult inmates engaged in technical and production work of an industrial shop located in a correctional institution.  Employees in this classification have overall responsibility for a shop operation and directly supervise three or more MCE Officers.

Employees in this classification receive general supervision from a MCE Regional Manager.  Employees may be assigned to day, evening, night or rotating shifts and may be subject to call-in during emergencies and staffing shortages.  Employees may be required to work a flexible work schedule.  Work is performed in and around a correctional facility, and employees are continually exposed to adult inmates who may be abusive and hostile.  The work may require lifting heavy objects such as chairs, tables, supplies and equipment.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The MCE Plant Supervisor II is differentiated from MCE Plant Supervisor I in that the MCE Plant Supervisor II has supervisory responsibility for a more complex and diversified shop requiring three or more MCE Officers and a larger staff of inmate workers while the MCE Plant Supervisor I has overall charge of a less complex shop operation and has supervisory responsibility for one or more lower-level MCE Officers and a small staff of inmate workers.  The MCE Plant Supervisor II is differentiated from the MCE Plant Manager in that MCE Plant Manager has managerial responsibility for a multi-shop operation so large as to require the supervision of lower-level MCE Supervisors in order to effectively manage the overall work of the MCE Officers and inmates. 

EXAMPLES OF WORK

Supervises the overall operation of a complex and diversified industrial shop which uses machinery and equipment that may be considered highly technical or dangerous;

Briefs subordinate shop personnel on changes in MCE, institutional or Division of Correction policies; activities and incidents; staffing and personnel changes;

Makes regular inspections of the shop to ensure that security and safety measures, policies and regulations are enforced;

Determines and controls quality and quantities of production and establishes economic production standards;

Prices and codes customer requests;

Plans for and implements the production of new or modified products in response to frequently changing market trends and customer needs;

Formulates and recommends policies and standards governing the production operation;

Estimates material costs and requirements;

Establishes and maintains a uniform production and inmate training record system;

Inspects shop facilities to determine efficiency of operations and training for inmates in adherence to policies and regulations;

Guides and instructs subordinate shop personnel in the production of trade items on various equipment;

Reviews and recommends disposition of requests for purchasing, renting or leasing equipment and supplies;

Plans and schedules production operations and coordinates the delivery of finished products to customers;

Reviews reports concerning inmate complaints and infractions;

Oversees a preventive maintenance program for a wide variety of complex and dangerous tools, machinery and equipment;

Performs other related duties.

GENERAL REQUIREMENTS

Experience: Five years of experience involving the training or supervision of lower-level workers in Automotive Services or related field.

Specific educational requirements and other selection standards are set by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 of the Annotated Code of Maryland and are listed in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
