A Maryland Correctional Enterprises (MCE) Officer Soft Goods is the full performance level of work involving the security, training and supervision of adult inmates engaged in technical and production work of an industrial shop located in a correctional institution.  Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a MCE Supervisor.  Employees are assigned to day, evening, night or rotating shifts and may be subject to call-in during emergencies and staffing shortages.  Employees may be required to work a flexible work schedule.  Work is performed in and around a correctional facility and at sites throughout the State of Maryland.  Employees are continually exposed to adult inmates who may be abusive and hostile.  The work may require lifting heavy objects such as chairs, tables, supplies and equipment.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The MCE Officer Trainee and the MCE Officer are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees.  The MCE Officer Trainee learns to perform duties under close supervision, while the MCE Officer performs the full range of duties and responsibilities in Soft Goods under general supervision.

Maintains control and discipline among the inmate workers by enforcing safety, sanitary and security regulations;

Keeps continual count of inmates;

Enforces rules of conduct and security and labor standards by issuing verbal admonishments for minor infractions and making reports of significant violations or irregularities to superiors;

Remains alert at all times in order to assist in preventing any acts of sabotage or breaches of security;

Provides on-the-job training and supervision of inmates;

Plans and coordinates production operations;

Prepares material estimates, production records and other written reports concerning shop operations;

Provides training in work functions of a specific shop and explains the purpose and use of tools, equipment and materials to inmates;

Keeps records of materials and supplies used;

Evaluates the work progress of inmates;

Inspects completed work and work in progress for adherence to job orders and production standards;

Supervises the maintenance of shop areas, tools and equipment;

Performs other related duties.

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Maryland Correctional Training Commission regulation.

Experience: Two years of experience in Soft Goods or related field.

Specific educational requirements and other selection standards are set by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 of the Annotated Code of Maryland and are listed in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01.

2.   Candidates may substitute U.S. Armed Forces military service experience in correctional institutional specialty codes in the criminal justice field of work at a rate of two years of military experience for the required experience.

Selection standards for Correctional Officer certification are established by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 of the Annotated Code of Maryland. These selection criteria are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01 and include the following:

U.S. Citizenship or Resident Alien status

Must be at least 21 years of age

A completed background investigation

Oral interview

Physical examination.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Experience: Two years of experience in the option or related field for which application is made.
