NATURE OF WORK

A Capital Projects Assistant Manager is the managerial and supervisory level of work in the field of building design and construction.  Employees in this classification help to manage the capital budget program in the Department of General Services for a very large State department or a group of related smaller departments.  As the team assistant manager, employees are responsible for all phases of the using agency’s capital budget while under the control of the Department of General Services. This responsibility includes, but is not limited to: facility program review, testimony at capital budget hearings, conferences with selected architects and engineers, project scheduling and monitoring, design review, reconciliation of design problems, review of changes made during construction, and final acceptance by the using agency. Employees in this classification help control the flow of work within the team, assign priorities, schedule work to be done, and adapt that schedule to changing conditions. Employees in this classification manage and supervise a multidisciplinary team of registered and non-registered Engineers and Architects to accomplish the effective and efficient handling of capital projects.

Employees in this classification receive administrative direction from a Capital Projects Manager.  Work is evaluated on the basis of demonstrated ability: to adequately manage the completion of the assigned capital projects within the time frames established; to adapt the scheduling to changing conditions; to answer the concerns of management, using agencies, and the Legislature about assigned projects; and to supervise the members of the team.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Assists and leads the efforts of a professional design team for the execution of capital budget and operating budget projects;

Performs other related duties.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in Engineering or Architecture from an accredited college or university.

Experience: Five years of experience as an Architect or Engineer in the design and construction of buildings.

Notes:

1. Candidates may substitute additional experience performing architectural design for facility and maintenance work on a year-for-year basis for the required education.

2. Candidates currently registered as a professional Architect in Maryland or in a state with comparable requirements meet the required education.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
