NATURE OF WORK

A Collection Manager I is the first managerial level of professional work in the collection of delinquent accounts in the Central Collections Unit of the Department of Budget and Management.  Employees in this classification plan, direct and manage the work of the Delinquent Loans Section, which collects past-due National Direct/Defense Student Loans, Nursing loans, and Medical Health Professional loans referred by State colleges and universities.  Employees in this classification supervise Collection Agent Supervisors and lower-level Collection Agents.

Employees in this classification receive general supervision from the Administrator of the Central Collection Unit.

Position allocation within the Collection Manager series is determined on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

EXAMPLES OF WORK

Plans, assigns, reviews and evaluates the work of lower-level Collection Agents;

Manages the training of lower-level Collection Agents;

Participates in the formulation of collection policies and establishes or adjusts collection methods and procedures within an area of responsibility;

Maintains records on workload and account status;

Interprets and disseminates all federal or State laws, rules, regulations, procedures and changes affecting collections work to Collection Agents and staff;

Maintains effective working relationships with representatives of federal or State agencies, including the Office of the Attorney General, Maryland Department of Health, Social Security Administration and Veterans Administration, or private collection agencies;

Determines the appropriate legal or administrative procedure to resolve specific complex indebtedness;

Reviews all accounts or debts recommended for collection by litigation and may prepare referrals;

Recommends abatement of collection fees, debts or accounts;

May conduct investigations of a complex or sensitive nature;

May appear as a witness in court;

Performs other related duties.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions that are designated Special Appointment in accordance with the State Finance and Procurement Article, Section 3-301, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (used by agency or excluded by executive order), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
