NATURE OF WORK

A Community Health Nurse Program Manager is the managerial level of work planning, developing, implementing and evaluating a program of nursing services for patients in various community settings and local health department clinics.  Employees in this classification supervise Community Health Nurse Program Supervisors, Community Health Nurse Supervisors and indirectly supervise all staff assigned to the program.

Employees in this classification receive general supervision from a Director of Nursing or other health care administrator.  Employees may be subject to call-in and overtime based on staffing needs.  The work may be performed at patients’ homes, schools and other community settings where travel is required and the environment is often unpredictable.  Employees are required to observe infection control precautions in order to prevent contamination and spread of disease.  The work may require lifting and positioning nonambulatory patients and lifting wheelchairs and other heavy equipment.  The work may require long periods of standing, walking, bending and reaching.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.

The Community Health Nurse Program Manager is differentiated from the Community Health Nurse Program Supervisor in that the Community Health Nurse Program Manager has supervisory responsibility for Community Health Nurse Program Supervisors and administers a major nursing services program or programs while the Community Health Nurse Program Supervisors has supervisory responsibility for lower-level Community Health Nurses and responsibility for planning, developing and administering a nursing service program, such as Child Health, Maternal Health or Home Health.

EXAMPLES OF WORK

Plans, develops, implements and evaluates one or more nursing services programs;

Participates in proposing and implementing departmental policies and procedures;

Develops program standards, implements program changes and monitors compliance;

Assures quality of nursing services in assigned programs;

Supervises subordinate nursing supervisors and indirectly supervises other health care staff assigned to the program;

Prepares and monitors the program budget in cooperation with the Assistant Director of Nursing and/or Director of Nursing;

Coordinates services with other disciplines, health service providers and agencies;

Represents nursing services on appropriate agency and State committees;

May provide nursing care to patients;

Participates in nursing research;

Participates in the educational process of health services students;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of theory and principles of supervision;

Knowledge of theory, principles and practices of professional nursing;

Knowledge of federal, State and local laws and regulations pertaining to nursing and specials programs;

Skill in developing and explaining long-term and short-term program goals to team members, patients, and families;

Skill in providing guidance, direction and instruction to professional nursing staff and other health workers;

Ability to develop, analyze, implement and evaluate health care in multiple settings;

Ability to coordinate with supervisory personnel from other disciplines the nursing services function of a designated area;

Ability to work effectively with health department personnel as well as with personnel from other community health, welfare and educational agencies.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree in nursing or related field from an accredited college or university.

Experience: Two years of experience as a Community Health Nurse in an administrative, supervisory, consultative or teaching capacity or one year of experience as a Community Health Nurse and two years of experience in an administrative, supervisory, consultative or teaching capacity as a Registered Nurse.

Notes:

1. Candidates may substitute a Bachelor’s degree in nursing from an accredited college or university and two years of experience as a Community Health Nurse for the required education.

2. Candidates may substitute a Bachelor’s degree in a related field from an accredited college or university and three years of experience as a Community Health Nurse for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classification or Nursing or Health Care Specialist specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.  

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2. Employees in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification will be required to provide the facility with a telephone number at which they can be reached.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).   As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt collective bargaining and all positions in those agencies are excluded from collective bargaining.
