NATURE OF WORK

A Developmental Disabilities Associate Manager is the second managerial level of work providing residential services for developmentally disabled clients.  Employees in this classification are responsible for the overall direction and coordination of the activities of several cottages or living units on a twenty-four hour basis, or for the entire facility during the evening or night shift.  Employees in this classification supervise Developmental Disability Associate Assistant Managers, Developmental Disabilities Associate Supervisors and Developmental Disabilities Shift Coordinators.

Employees in this classification receive managerial supervision from the Director of Residential Services or other designated health care administrator.  Employees are subject to call-in and overtime on any shift and on weekends and holidays.  Employees may be subject to call-in and overtime based on staffing needs.  Employees are required to observe infection control precautions in order to prevent contamination and spread of disease.  Employees may be required to physically restrain clients displaying violent and aggressive behavior and lift and move clients and equipment.

Positions in this classification are evaluated using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Developmental Disability Associate Manager is differentiated from the Developmental Disability Associate Assistant Manager in that the Developmental Disability Associate Manager has supervisory responsibility for Developmental Disabilities Associate Assistant Managers, Developmental Disabilities Associate Supervisors and Developmental Disabilities Shift Coordinators and has managerial responsibility for the overall operations of several cottages or living units or the entire facility during the evening or night shift while the Developmental Disabilities Associate Assistant Manager has supervisory responsibility for Developmental Disabilities Associate Supervisors.

EXAMPLES OF WORK

Plans, coordinates, supervises and evaluates the work of Developmental Disabilities Associate Assistant Managers, Developmental Disabilities Associate Supervisors and Developmental Disabilities Shift Coordinators;

Trains Developmental Disabilities Associates Assistant Managers, Developmental Disabilities Associate Supervisors and Developmental Disabilities Shift Coordinators;

Directs the activities of several developmental disabilities living units or cottages on a twenty-four hour basis, or for all the units for the entire facility during the evening or night shift;

Develops and oversees the implementation of evening, night, or twenty-four hour staffing schedule for assigned area to ensure sufficient staff coverage and that client treatment is monitored;

Ensures that coverage is sufficient by reviewing client charts to determine the need for additional staff;

Responds to calls concerning emergencies such as clients’ injury or violent behavior;

Assesses developmentally disabled clients’ skills and abilities in order to determine appropriate training techniques and establish goals and evaluate effectiveness of current individual treatment plan;

Assists an interdisciplinary team in devising a plan for developing each client’s physical, intellectual and emotional capabilities;

Prepares reports on the progress of individual clients concerning the accomplishment of certain tasks and the effectiveness of the individual treatment plan;

Develops systems for monitoring client and subordinate staff activities to ensure consistency with prescribed treatment plans that are in the client’s best interest;

Consults with medical, nursing and other healthcare professionals on the proper methods to administer clients’ treatment plans;

Ensures that all cottage support services are provided in an efficient and hygienic manner;

Prepares budget requests and makes presentations;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of developmental disabilities and the limitations and capabilities of developmentally disabled clients;

Knowledge of the methods and disciplines used to treat the developmentally disabled;

Knowledge of administrative, personnel and supervisory procedures;

Knowledge of the medications administered to developmentally disabled clients;

Knowledge of the symptoms associated with developmental disabilities;

Knowledge of the rights of developmentally disabled clients;

Knowledge of the federal and State procedures and guidelines concerning the care and treatment of the developmentally disabled;

Skill in motivating, directing and controlling developmentally disabled clients;

Skill in observing the behavior of developmentally disabled clients to recognize symptoms or the achievement of treatment goals;

Skill in planning, reviewing and evaluating the work of others;

Skill in assessing the limitations and capabilities of developmentally disabled clients;

Skill in planning and scheduling the various activities associated with an individual treatment plan;

Ability to work as an effective member of a team of healthcare providers;

Ability to carry out emergency and routine procedures for the protection and safety of clients, staff and the public;

Ability to lift and position clients and equipment.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience, five years of experience providing residential services in a developmental disability or similar behavior modification setting and two years of experience supervising residential services staff.

Notes:

1. Candidates may substitute the completion of 60 credit hours from an accredited college or university with a minimum of 15 credit hours in health or human services, education or the behavioral sciences and five years of experience providing residential services in a developmental disability or similar behavior modification setting to include two years of experience supervising residential services staff for the required experience.

2. Candidates may substitute possession of an Associate of Arts degree from an accredited college or university with a specialization in the treatment of developmental disabilities in a mental health or closely related curriculum to include a supervised clinical practicum in a developmental disability or similar behavior modification setting for the required education and two years of the non-supervisory for four years of the required experience.

3. Candidates may substitute a possession of a Bachelor’s degree from an accredited college or university with a specialization in the treatment of developmental disabilities in a mental health or closely related curriculum to include a supervised clinical practicum in a developmental disability or similar behavior modification setting for four years of non-supervisory experience and one year of supervisory experience for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Hospital  Corpsman classifications or Health Care Specialist and Medical Services specialty codes in the health related field of work on a year-for-year basis for the required experience. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be required to successfully complete training in and maintain cardiopulmonary resuscitation certification.

SPECIAL REQUIREMENTS

Employees in this classification are subject to call 24 hours a day and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
