NATURE OF WORK

A Deputy Sheriff Trainee is the entry level of work serving court and legal process orders of the Circuit Court of Baltimore City and the District Court of Maryland; relocating, safeguarding and escorting witnesses in the Baltimore City State’s Attorney’s Witness Protection Program; and targeting violent offenders, career criminals and drug kingpins in task forces and joint operations with Federal law enforcement authorities, Baltimore City police and other local police agencies. Employees in this classification do not supervise other positions.

Employees in this classification receive close supervision from a Deputy Sheriff Sergeant. The work requires travel throughout Baltimore City, Maryland and other states. The work may involve contact with dangerous or hostile persons who may be armed. Employees are subject to call-in on a regularly scheduled basis.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and. Examples of Work sections of the class description.

The Deputy Sheriff Trainee and the Deputy Sheriff are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees. The Deputy Sheriff Trainee performs duties under close supervision while the Deputy Sheriff performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Learns to serve court and legal process orders of the Circuit Court of Baltimore City and the District Court of Maryland;

Learns to serve criminal and civil warrants on parents in violation of court ordered child support payments;

Learns to serve Ex Parte Orders, Protective Orders and Peace Orders for domestic violence on residents of Baltimore City;

Learns to relocate, safeguard and escort State witnesses in the Baltimore City State’s Attorney’s Witness Protection Program;

Learns to target violent offenders, career criminals and drug kingpins in task forces and joint operations with federal law enforcement authorities, Baltimore City police, and other local police agencies;

Learns to perform federal extradition work and serve federal warrants;

Learns to transport prisoners to and from courts, the central booking facility, jails, prisons and medical facilities;

Learns to maintain courtroom security and collect fines as directed by the judge;

Learns to seize real and personal property at the direction of the Circuit Court of Baltimore City and the District Court of Maryland;

Learns to perform traffic and parking enforcement duties, issue traffic and parking citations and testify in court concerning traffic and parking violations;

Learns to complete required logs, forms and reports;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Skill in the safe use and care of firearms;

Ability to learn Baltimore City and Maryland State court systems;

Ability to learn the legal service process;

Ability to learn investigative and interview techniques;

Ability to learn witness protection procedures including guarding techniques, the use of enhanced firepower and protection devices and selecting a safe route to court appearances;

Ability to learn domestic violence issues and dangers;

Ability to learn the role played by Deputy Sheriffs in task force and joint operation work with federal law enforcement authorities, Baltimore City police and other local police agencies;

Ability to learn traffic and parking enforcement and citation work;

Ability to learn, understand and explain federal, State and local laws, rules, regulations, procedures and statutory requirements;

Ability to learn to testify in court;

Ability to remain calm in hostile situations;

Ability to learn to prepare logs, forms and reports.

MINIMUM QUALIFICATIONS

Education:   High School diploma or G.E.D. certificate acceptable to the Maryland State Board of Education as described in the Maryland Police and Correctional Training and Standards Commission regulation.

Experience: None.

Note: The above educational requirement is set in accordance with  Public Safety Article, Title 3 Law Enforcement, Subtitle 2, Maryland Police and Correctional Training and Standards Commission of the Annotated Code of Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification who have not already done so must successfully complete the Entrance Level Police Training Course required by the Maryland Police and Correctional Training and Standards Commission during the probationary period.

SPECIAL REQUIREMENTS

1. Selection standards for Police Officer certification are established by the Maryland Police and Correctional Training and Standards Commission in accordance with Public Safety Article, Title 3 Law Enforcement, Subtitle 2 of the Annotated Code of Maryland. These selection criteria are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01 and include the following:

Appointment as a Police Officer

U.S. Citizenship

Must be at least 21 years of age

Satisfactory background investigation, including a check of criminal history

Oral interview

Physical examination

Possession of a driver's license valid in the State of Maryland.

2. Employees in this classification are subject to call-in on a regularly scheduled basis and must provide a telephone number where they can be reached.

3. Employees in this classification may be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms, as required by the Maryland Police and Correctional Training and Standards Commission.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, 12.04.01 and Maryland Police and Correctional Training Commission General Regulation 01.-1, Testing for Illegal Use of Drugs.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series.  In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
