A Motor Boat Operator II is the full performance level of work operating diesel and gasoline powered motor boats up to 50 gross tons.  Employees in this classification pilot passenger boats with a carrying capacity of 25 persons around the Baltimore Harbor and other waterways for sightseeing trips and are directly responsible for the safety of all passengers on board.  Employees in this classification may also operate motor boats for hydrographic survey parties either as relief for the master of a hydrographic survey vessel or as principal operator of ancillary vessels.  Employees in this classification operate motor boats according to the maritime "Rules of the Road", keep logs and perform routine maintenance on the boats. Employees in this classification supervise positions in the Sailor series and other crew members assigned to the boat.

Employees in this classification receive general supervision from a MPA, Manager, Marine Operations, or designated representative, and may receive functional supervision from a survey party chief during a hydrographic survey.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

The Motor Boat Operator I and the Motor Boat Operator II are differentiated based on the size of boats operated by these employees.  The Motor Boat Operator I pilots diesel or gasoline powered motor boats of less than forty gross tons or oil collection barges while the Motor Boat Operator II pilots diesel and gasoline powered passenger boats with a carrying capacity of 25 persons and may also operate motor boats for hydrographic survey parties either as relief for the master of hydrographic survey vessels or as principal operator of ancillary vessels.

Operates steering devices, starting mechanisms and throttles in the piloting of a diesel or gasoline powered motor boat of 40 or more gross tons according to the navigational "Rules of the Road”, and other existing regulations;

Insures safety of all crew members and passengers aboard the boat;

Transports inspectors to quarantine areas, anchorage areas, and other locations throughout the harbor;

Keeps boat on a steady course and maintains a steady speed during hydrographic survey work;

Makes minor repairs and adjustments to the boat engine;

Makes minor repairs, cleans, and paints boat body;

May operate motor vehicles in assignments related to work of the unit;

Performs other related duties.

Knowledge, at the expert level, of the navigational “Rules of the Road” issued by the U.S. Coast Guard;

Knowledge of safe operating practices of small passenger and motor boats;

Knowledge of marine engines and small boat maintenance;

Ability to operate diesel or gasoline powered motor boats;

Ability to maintain order and insure safety of crew and passengers;

Ability to handle small craft in adverse weather conditions;

Ability to make minor repairs and adjustments to the engine and the boat;

Ability to supervise subordinate crew members;

Ability to maintain a log of events and activities;

Ability to deal courteously with the public.

Education:   None.

Experience: One year of experience operating and navigating mechanically propelled vessels of at least 40 gross tons.

Note:  Candidates may substitute the possession of a current U.S. Coast Guard License to "Operate or Navigate Passenger Carrying Vessels" of at least 50 gross tons for the required experience.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A- Labor and Trades Classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
