NATURE OF WORK

An Investigative Supervisor, Department of Human Services is the supervisory level of responsible work in supervising a unit involved in specialized investigative work in the Department of Human Services.  Employees in this classification are responsible for: assigning and directing investigations to obtain evidence of fraud; providing the court with sufficient information to determine the paternity of children deprived of support due to absence of parent; locating the absent parent for purposes of securing support for children; and gathering information on other related domestic cases.  The work of this classification involves planning and organizing of work assignments in accordance with program objectives and assuring that investigations are conducted in accordance with all relative laws, policies and procedures through any necessary training, guidance and direction.  Employees in this classification review the written reports prepared as a result of all investigations and direct the completion of any additional forms or reports required to refer the results of the investigation for the action of appropriate authorities. Employees in this classification may conduct the more complex investigations.  Employees in this classification supervise a unit of lower-level Investigators, Department of Human Services, clerical support staff and other positions.

Employees in this classification receive general supervision of a higher agency official and exercises independent judgment within the established guidelines, rules, regulations and laws of the Department of Human Services.  Work effectiveness is evaluated in terms of the timeliness, quality and completeness of assigned projects and in terms of the unit’s effectiveness in complying with the objectives and goals of the program.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria defined in the Nature of Work and Example of Work sections of the class specification.

The Investigative Supervisor, Human Services is differentiated from the Investigator III, Human Services in that the Investigative Supervisor, Human Services has supervisory responsibility for lower-level Investigators, Human Services while the Investigator III, Human Services performs the full ranges of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Plans, organizes, assigns, reviews and approves the work of a subordinate unit of Investigators, Department of Human Services;

Evaluates the efficiency and performance of subordinate staff;

Develops and maintains continuing working relationship with assigned staff;

Trains and directs staff in departmental policies, procedures and programs concerned with the supervision of their cases;

Installs and directs work procedures;

Coordinates the operations of the unit with that of other related units;

Acts as liaison between the agency and States Attorneys Office and/or court;

Maintains files, forms and other materials;

Assures investigations are conducted in accordance with laws, regulations and accepted procedures;

Assures forms and reports are complete and accurate:

Prepares statistical, narrative and other necessary reports and forms;

Maintains the timely flow of work;

May supervise clerical and other related support staff;

May testify as a witness in court cases involving investigations conducted;  

May be responsible for fiscal reporting;

May perform the work of an Investigator, Department of Human Services;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of office methods, organization, management and operation;

Knowledge of English usage;

Knowledge of expert interviewing, investigating and reporting techniques;

Knowledge of elementary basic statistical procedures and techniques;

Knowledge of supervisory principles and techniques;

Knowledge of the introductory related principles of economics, sociology and psychology;

Knowledge of the practices of personnel administration;

Ability to prepare and present complete, comprehensive and accurate reports;

Ability to communicate effectively;

Ability to establish and maintain effective and harmonious working relations with employees, agency officials, the judiciary-legal and medical professions, employees and others;

Ability to exercise discretion and judgment in all related matters;

Ability to exercise initiative, imagination and sound judgment in executing work assignments;

Ability to assess and evaluate the work effectiveness of a unit of Investigators;

Ability to supervise and coordinate the activities of lower-level personnel.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years in the Maryland State classification of Investigator II, Department of Human Resources.

                                                                                       OR

One year of full-time experience or its equivalent supervising an investigative unit dealing with fraud and abuse in public assistance programs and/or enforcement or income maintenance investigation in the Department of Human Services.

                                                                                       OR

Six years of experience or its equivalent in claims, credit or administrative investigation work; law enforcement or licensed detective work involving investigations, three years of which must have involved fraud or missing persons investigations.

Notes:

1. Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for one year of experience for the required general experience.

2. Candidates using licensed private detective work for all or part of the required experience must list the license number and date of issue on the application.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in General Investigation classifications or General Investigation specialty codes in the Inspection, Investigation, Enforcement and Compliance field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to own and operate an automobile. Standard mileage allowance will be paid.

2. Employees in this classification may be required to work variable hours.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
