NATURE OF WORK

A Building Construction Engineer is the administrative and supervisory level of construction engineering work involving responsibility for the oversight of the construction of capital improvement projects.  Employees in this classification are responsible for the technical review of all construction projects that primarily involve buildings.  Building Construction Engineers are responsible for supervising, inspecting and recommending approval of the assigned projects.  Employees in this classification are also responsible for the final inspection of all building construction projects and the initiation of contract warranties.  When necessary, employees in this classification hold conferences with contractors, architects and engineers to ensure that all projects are in compliance with safety regulations, soil erosion, control laws, plans and specifications and progress according to schedule.  Employees in this classification supervise assigned Building Construction Inspectors and other technical personnel performing fieldwork.  

Employees in this classification receive general supervision from the Chief and/or Assistant Chief of the Construction Supervision and Inspection Program in the Department of General Services.  The work effectiveness is determined through conferences, the review of reports that set conclusions and recommendations and the progress of the Capital Improvements Program.               

Positions in this classification are evaluated using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification. 

EXAMPLES OF WORK

Oversees all construction under the Capital Improvements Program including building construction, utilities, roadways, landscapes, etc. in a predescribed area of the state;

Plans, coordinates, supervises and evaluates the work of departmental inspection personnel and contract inspection firms;

Confers with consultant engineers, architects and construction personnel, as well as departmental engineers, in order to expedite completion of contracted construction;

Investigates and prepares recommendations for action for construction projects with special problems;

Oversees contract projects to ensure compliance with plans and specifications according to schedule;

Schedules and conducts final inspections and is responsible for the preparation of all punch lists;

Makes recommendations to contractors, architects and engineers concerning the expedited completion of projects;

Reviews and recommends action on change orders to contracts;

Completes records of projects under construction, including the monthly progress report on capital improvements;

Assigns and supervises the work of departmental inspection personnel and contract inspection firms;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles and practices of modern building construction;

Knowledge of construction contracts, specifications and plans;

Knowledge of building codes; Knowledge of field inspection techniques;

Knowledge of the limitations and proper use of modern building construction materials, equipment, techniques and technology;

Knowledge of the principles and problems involved in surveying earthwork construction and soil mechanics;

Knowledge of State safety programs and soil erosion control laws;

Ability to formulate and plan work programs for building inspection with specific responsibility for validation and checking special and troublesome aspects of each assigned construction project to ensure its completion on schedule;

Ability to initiate, coordinate and direct the inspection of large scale construction projects;

Ability to conduct conferences with contractors, architects and engineers involving disputes, claims and interpretations of plans and specifications;

Ability to review contractual specifications and to review job estimates;

Ability to prepare and clearly present, detailed technical reports and recommendations on construction problems;

Ability to exercise sound judgment;

Ability to plan, organize and supervise the work of Building Construction Inspectors and subordinate personnel.

MINIMUM QUALIFICATIONS

Experience: Twelve years of experience in the building construction field, at least three years of which must have included overseeing or inspecting major construction projects.

Notes:

1. Candidates may substitute the possession of a current registration as a Professional Engineer in Maryland or in a state with comparable requirements for four years of required experience. Candidates must present evidence of registration with the application.

2. Candidates may substitute a possession of a Bachelor's degree in civil, electrical or mechanical engineering from an accredited college or university approved by the Engineers' Council for Professional Development and eight years of experience in the building construction field, at least three years of which must have included overseeing or inspecting major construction projects for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Civil Engineering Corps classifications or Construction Analyst or Civil Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.  

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
